PERFORMANCE WORK STATEMENT IN-BUILDING CELLULAR COVERAGE ENHANCEMENT SYSTEM MCRC Brooklyn, NY Reserve Center 1.0 General Information Marine Corps Reserve Center (MCRC) Brooklyn, NY, has a requirement for an in-building cellular coverage enhancement system to improve commercial cellular service throughout the Reserve Center. Reliable in-building cellular coverage is required to allow personnel to efficiently complete daily tasks and communicate effectively across the unit. This Performance Work Statement (PWS) describes the Government’s requirement in performance-based, capability terms and does not require any specific manufacturer, make, or model. Any system that meets the salient performance requirements stated herein is acceptable. 1.1 Scope The U.S. Government requires the procurement, delivery, installation, configuration, testing, commissioning, and carrier/FCC registration of a commercial in-building cellular coverage enhancement system (e.g., a Distributed Antenna System (DAS), cellular signal booster, or functionally equivalent solution) that improves commercial cellular service for the licensed bands of AT&T, Verizon, and T-Mobile. The Contractor shall furnish all management, supervision, labor, personnel, equipment, materials, tools, transportation, and incidental services necessary to deliver a complete and fully operational system at MCRC Brooklyn, NY. 1.2 Period of Performance / Schedule Site Visit: A mandatory pre-proposal/pre-installation site visit is required (see paragraph 2.0). Final design and quantities are contingent on the site visit. Installation: All installation work shall be completed within two (2) to three (3) weeks of Notice to Proceed (NTP). Working Hours: All work shall be performed during normal business hours (Monday through Friday, 0700–1700) unless otherwise coordinated with and approved by the Contracting Officer’s Representative (COR). Maintenance / Support: The installed system shall be supported by a three (3) year manufacturer or contractor maintenance and support arrangement commencing on the date of Government acceptance of the system. See paragraph 6.0 for the defined scope of support. 1.3 Location MCRC Brooklyn Reserve Center, 1 Aviation Road, Brooklyn, NY 11234. Coverage is required across designated areas of the 1st and 2nd floors of the Reserve Center; donor/exterior antennas are anticipated to be located on the roof or parapet. 2.0 Mandatory Site Visit Because in-building RF performance depends on the specific construction, layout, and existing conditions of the facility, a site visit is required to ensure each offeror understands the actual scope of the project and applies the necessary engineering expertise to its proposed solution. The Government considers a physical survey of the facility essential to a responsible, technically sound, and accurately priced proposal. Requirement: Each offeror shall conduct (or shall have conducted) an on-site survey of the Reserve Center prior to submitting a proposal, and the Contractor awarded the effort shall conduct a confirming pre-installation survey prior to NTP. Purpose: The site visit shall be used to validate coverage areas, donor antenna locations, equipment/head-end locations, cable pathways, mounting conditions, and final equipment types and quantities required to meet the performance standards in paragraph 3.0. Coordination: Site visits shall be coordinated through the COR. Visitor Access Requests (VAR), badging, and escort requirements shall be arranged in advance. Confirmation: Final equipment quantities and component locations shall be determined by the Contractor’s site survey and confirmed in writing with the COR prior to installation. Any component counts referenced in supporting materials are illustrative of one acceptable solution and are not mandatory. 3.0 Salient Characteristics and Minimum Requirements The system provided shall, at a minimum, meet the following salient characteristics. These characteristics define the Government’s need and serve as the basis for evaluating any proposed solution, including “or equal” products. 3.1 Frequency / Carrier Support Shall support and amplify the licensed commercial cellular bands of AT&T, Verizon, and T-Mobile. Shall support Low-Band 5G frequencies between approximately 600 MHz and 1 GHz (including coexistence with 4G LTE via Dynamic Spectrum Sharing or equivalent). Shall be a multi-band solution capable of simultaneous operation across all required carriers. 3.2 Coverage and Signal Strength Shall provide a minimum of ninety percent (90%) coverage at a Reference Signal Received Power (RSRP) of −100 dBm or better across all designated coverage areas of the 1st and 2nd floors. Coverage areas shall be confirmed during the site survey and documented in pre- and post-installation RF signal surveys / heat maps. 3.3 System Architecture (Functional) The proposed system architecture is left to the offeror based on the results of the RF site survey, provided the salient characteristics are met. A compliant solution is generally expected to include, at a minimum, the following functional elements: Donor/exterior antenna(s) mounted on the roof or parapet to receive the commercial carrier signal. A head-end/network amplification unit (e.g., network unit, repeater, or head-end booster) located in a Government-provided telecommunications space (e.g., 2nd Floor Telecom Room 213). Distributed coverage/amplification units and interior broadcast antennas sufficient to achieve the coverage standard in paragraph 3.2 across both floors. All associated cabling (coaxial and/or data cabling), splitters, couplers, connectors, mounting hardware, and ancillary components required for a complete and operational installation. 3.4 Power and Site Conditions (Government-Furnished) Standard 110V duplex receptacles will be provided by the Government at each amplifier/head-end location.
