29 May 2026 COMBINED SYNOPSIS/SOLICITATION 1. Solicitation. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The 30th Contracting Squadron (30 CONS), intends to utilize this Request for Quotation (RFQ), under solicitation number FA4610-26-Q-0034, to award a Firm Fixed Price (FFP) contract. The Government intends to award one contract to the responsible Offeror whose quotation represents the Best Value to the Government. This requirement is being solicited as a 100% Small Business Set-Aside. For this acquisition, the North American Industry Classification System (NAICS) code is 541519 – Other Computer Related Services and the small business size standard is $34 Million. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. 2. Description of Requirement. Provide SLD 30 Base Chapel with an experienced Audio/Visual (A/V) Technician to manage technical support for Sunday services, ensuring a seamless worship experience for both in-person and online congregants. The technician’s primary responsibilities include setting up and testing all A/V equipment, managing the live audio mix using a DL32S Mackie Mixer, and operating cameras for the Facebook Live stream. This role involves proactive troubleshooting during services and proper equipment shutdown afterward. The ideal candidate will have at least one year of experience in live audio mixing and video streaming and be able to work independently in a dynamic environment. The objective is to acquire a base year of IT Services with 3 12-month option years. Please see the attached Statement of Work for detail. 3. Period of Performance (PoP). The PoP for this base contract will be 12 months from award, with 3 12-month option years. 4. Contract Line Items (CLIN) Please see attached pricing sheet for CLIN breakdown. Please follow the exact CLIN structure to ensure accuracy. 5. Defense Priorities and Allocations System (DPAS) Rating: Not Applicable 6. Quotation Preparation and Submission: Offerors shall complete and submit a quotation with the following information: Cover Letter, Technical, and Price, as identified in this RFQ. Table of Contents, Glossaries, Tabs, and List of Acronyms do not count against the page limit. b. Cover Letter: The Cover Letter shall identify the Offeror’s Point of Contact (POC) to include a phone number and email address for any questions regarding the submitted quotation and the having authority to negotiate and bind the company. c. If page limits are exceeded, the excess pages will not be read or considered in the evaluation of the quotation. d. All quotations must list UEI number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make an Offeror ineligible for award. e. Any deviation from the RFQ requirements and format may result in non- consideration of the quotation. 7. Additional Instructions to Offerors. Offerors shall respond to this RFQ via e-mail by 11 June 2026 at 1200 PM PT. All quotations should be sent to, Jessica Rowe, at jessica.rowe.5@spaceforce.mil and Christopher Hummel, at christopher.hummel.6@spaceforce.mil before the due date and time specified. All questions regarding the RFQ package must be submitted to the above e-mail addresses by 4 June 2026 at 1300 PT. Any questions asked over the telephone will not be answered. Any questions received after this date and time may not be answered. Offerors must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration. 8. Basis for Award. This announcement is the only solicitation. A separate written solicitation will not be issued. The Government intends to award one Firm-Fixed-Price (FFP) contract to the responsible small business whose quote is determined to be the best value to the Government based on price and other factors Evaluation Approach This acquisition will be evaluated using price and other factors in accordance with FAR RFO -- 2 of 3 -- 12.203. The Government will: a. Evaluate each quote under Factor 1 (Technical Approach) as either Acceptable or Unacceptable. b. Evaluate the total evaluated price of each technically acceptable quote for fair and reasonableness. c. Award to the offeror whose quote represents the best value to the Government, where best value is defined as the lowest-priced quote rated Acceptable under Factor 1 with a fair and reasonable price. A quote rated Unacceptable under Factor 1 is ineligible for award, regardless of price. Factor 1 Technical Approach Rating Meaning Acceptable The quote clearly shows the offeror understands the SOW, the proposed technician meets the minimum 1-year experience requirement, and at least one relevant past performance reference is provided. Unacceptable The quote fails to show understanding of the SOW, the proposed technician does not meet minimum experience, or no usable past performance is provided. Factor 2 — Price The Total Evaluated Price (TEP) is the sum of the base year plus all three option years. Evaluation of option prices does not obligate the Government to exercise the options.
