Description

STATEMENT OF WORK Crush and stockpile a specified amount of aggregate in the Columbine Gravel Pit on National Forest Service Lands. PROJECT DESCRIPTION AND LOCATION: This project shall be for gravel crushing within the bounds of the Columbine Gravel Pit on National Forest Service Lands within Montrose County, Colorado. The result shall be the continued development of a gravel pit located on the Ouray Ranger District of the Grand Mesa, Uncompahgre and Gunnison National Forests. This work shall consist of providing all equipment and personnel necessary to develop this site including excavation and embankment, drainage and dewatering, and crushing and stockpiling aggregate materials as specified in the Plans and Drawings, Forest Service Supplemental Specifications (FSSS) and Schedule of Items. Location of this site is Latitude = 38.428403° Longitude = -108.373571° GENERAL DESCRIPTION OF WORK (WORK ITEMS) 1. Excavation and Embankment. Removal and stockpiling of overburden soils prior to beginning crushing operations. Overburden depths are variable in this area and may exceed three (3) feet. a. Upon completion of crushing operations overburden soils shall be spread evenly across all disturbed areas where the overburden was previously removed. b. All disturbed areas shall be seeded in accordance with the FSSS. 2. Drainage and Dewatering. Drainage within the pit shall be accomplished by sloping to drain between two (2) and four (4) percent to the lowest elevation within the extents. a. Drainage ditches may be necessary to ensure proper drainage away from the stockpiled aggregates. This work shall be in addition to sloping the pit to drain. b. Dewatering. Dewatering the previous excavation area will be required to ensure the continued development of excavation for gravel crushing materials. Proposed direction for expansion is from a north-northeast direction to a west-southwest direction based on ground conditions from previous crushing operations. 3. Crushing. Crushing, stockpiling and testing of aggregate materials shall be in accordance with FSSS. ADDITIONAL REQUIREMENTS: The following additional guidelines are required mitigation measures or specifications incorporated into project design and decision record authorizing the completion of this project. 1. To reduce the spread of noxious weeds on to Forest lands, all equipment shall be cleaned by the contractor prior to moving equipment onto public lands and project area. Equipment shall be cleaned of mud, dirt, and accumulations of organic material which may harbor seeds or plant parts of noxious weeds. Fluid leaks shall be repaired prior to moving onto Forest lands. -- 1 of 2 -- 2. Contractor shall provide and maintain an inspection system (Quality Control Plan) acceptable to the government covering all services for this contract. The contractor shall maintain detailed records of accomplishments in a daily maintenance log and submit them electronically to the Contracting Officer daily. 3. When defects in services cannot be corrected by re-performance, the government will (1) require the contractor to take necessary actions to ensure that further performance conforms to the contract requirements or (2) may reduce the contract price to reflect the reduced value of the services performed.
