Description

NIST Statement of Work Surphaser Terrestrial Laser Scanner Background The National Institute of Standards and Technology (NIST) Dimensional Metrology Group within the Sensor Science Division (SSD) of the Physical Measurement Laboratory (PML) is currently engaged in the development of a documentary standard for performance verification of terrestrial laser scanners (TLSs) for use by Forensic practitioners in the field. We are working closely with the Applied and Computational Statistics Group within the Statistical Engineering Division in Boulder on this project. Scope In order to test the procedure that we are developing for law enforcement, we require access to a TLS that is considerably more accurate than the TLSs used by practitioners in the field. This TLS will be used to establish reference values so that we can assess the performance of the lower accuracy TLSs used by law enforcement agencies. We require the purchase of a Surphaser TLS to establish the validity of our proposed tests. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. The Contractor shall provide a Surphaser 100HSX_IR 3D that meets the following minimum specifications: Hemi-spherical scanner (full dome), i.e., laser directed to object using two axis rotation mechanism Range specification: Phase-shift range measurement technology Minimum 35 m range Range noise 0.07 mm at 10 m (90% reflective surface) Range noise 0.41 mm at 10 m (10% reflective surface) Range uncertainty ± 0.35 mm at 5 m Angular specification: Range 270º vertical and 360° horizontal Angular uncertainty 15ʺ or less (combined along both axes) Maximum scan density of at least 90 points/degree along horizontal and 90 points/degree along vertical Two-face measurement capability: The TLS shall have the ability to collect and export point cloud data over a user-selected range of horizontal and vertical angles in both faces. Note that the front-face and back-face scan data must be exported as separate files. This two-face measurement may be accomplished in a single scan or in consecutive scans. In case this requirement is met by consecutive scans: First scan acquires point cloud data over horizontal angle range of h ± θ (scan is centered at horizontal angle h, with range of 2θ) in face 1, while the second scan acquires data over horizontal angle from h + 180° ± θ, but in face 2. Thus, the same region in space is scanned twice, first in face 1, second in face 2. Note that the scanner shall not be physically rotated (i.e., manually by the operator) about the vertical axis to accomplish the face 2 measurement, rather the face 2 measurement shall be performed through the software by commanding the scanner to measure over the portion of the horizontal angle encoder that is 180° away from face 1 measurement. Software specifications: Perpetual license for software to visualize, process and export point cloud Automatic search of spheres and checkerboards targets Maximum speed: Up to 0.8 MPts/sec Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 30 days ARO. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to: The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899 ATTN: TBD Inspection and Acceptance In addition to the inspection and acceptance terms articulated in FAR 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. We will perform the ASTM E3125-17 tests to verify the Surphaser TLS is operating according to specification. The Government will test, inspect, and accept the equipment onsite within 30 days business days of the receipt of the instrument. Warranty The contractor shall warrant the entire system for a period of a minimum of one year after in accordance with terms in FAR 52.212-4. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule: 100% after inspection and acceptance by the Technical Point of Contact (TPOC) of the equipment.
