Page 1 of 16 PERFORMANCE WORK STATEMENT 1ST CAVALRY DIVISION SSA WIFI Part 1: General Information 1. GENERAL: This is a non-personal services contract to provide commercial internet services. The Government shall not exercise supervision or control over contractor service providers. Providers shall be accountable solely to the Contractor, who is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to install enterprise-grade Wi-Fi across the Division SSAs, including access points, cabling, power and associated network hardware compliant with DoD WLAN guidance.as defined in this PWS. The Contractor shall perform to the standards in this contract. 1.2 Background: The customer operates multiple warehouse facilities and requires enterprise-grade Wi-Fi coverage to support handheld inventory scanning devices used throughout daily operations. Buildings feature high ceilings (25’–40’), wide-open floor plans, and a mix of interior and exterior operational zones. A reliable, secure, and centrally managed wireless network is mission-critical to inventory accuracy and operational throughput. 1.3 Scope: Contractor shall install a Managed Network Edge (MNE) service built on enterprise- grade hardware with co-management capabilities via a cloud-based portal across the Division SSAs, including access points, cabling, power and associated network hardware compliant with DoD WLAN guidance brought six warehouse facilities located on Fort Hood Texas 1.3.1. All installation Supply Support Activities (SSA’s) across all six primary building sites shall be completed within one hundred twenty (120) calendar days of contract award, subject to customer site access availability. • Base: 30 June 2026 to 29 June 2027 • Option Year 1: 30 June 2027 to 29 June 2028 • Option Year 2: 30 June 2028 to 29 June 2029 • Option Year 3: 30 June 2029 to 29 June 2030 • Option Year 4: 30 June 2030 to 29 June 2031 1.5.1 Hours of Operation: The contractor is responsible for conducting business between the hours of 0900 and 1700 local time (also known as 9:00am to 5:00pm), Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.5.2 Recognized Holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6. Type of Contract: This is a Firm Fixed Price Contract -- 2 of 16 -- Page 3 of 16 PERFORMANCE WORK STATEMENT 1.7. Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a QCP program to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor’s QCP is the means by which the contractor ensures all work complies with the requirements of the contract. The QCP identifies and corrects potential and actual problem areas throughout the entire scope of the contract. 1.7.1 The QCP shall include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable as defined in the PRS. This shall contain processes or corrective action without dependence upon Government direction. 1.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. with three (3) days prior notice. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will appraise the contractor of how the government views the contractor's performance and the contractor will appraise the Government of problems, if any, being experienced. Appropriate action should be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.9 Access and General Protection/Security Policy and Procedures: The Contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures. 1.9.1 Escorts: The Contractor and all associated sub-contractor employees performing services under this contract shall be escorted at all times by the Contracting Officer Representative (COR) or by an individual
