Statement of Work (SOW) for Commercial Internet Service at the Utah Test and
Training Range (UTTR)
1. Introduction 1/14/2026
This Statement of Work (SOW) outlines the scope, objectives, deliverables, timeline, and responsibilities
for the installation, monitoring, and management of commercial internet service to several facilities at
the Oasis Compound, North Utah Test and Training Range.
2. Project Overview
To provide commercial internet service for Buildings 40011, 40020, 40065, 40085, 40086, and 40100 at
the UTTR.
3. Scope of Work
The internet service provider (ISP) shall provide all expertise, labor, equipment, materials, lifts, testing,
transportation, and supervision to provide a turn-key solution for the installation of a dedicated 100
Mbps circuit (100 Mbps download, 10 - 20 Mbps upload) with unlimited data usage to each of the
facilities listed above. Device connectivity shall be via wireless access points (Wi-Fi 6 or better). Circuits
shall support multiple users and devices, live streaming, video conferencing and cellular service over Wi-
Fi. Contractor shall be responsible for surveying each facility in order to maximize signal strength and
quality of service while taking into consideration physical obstructions (walls, floors), and strive to
minimize latency and interference. The ISP should be able to monitor network performance and provide
proactive maintenance to help prevent and resolve issues. Contractor shall be willing to travel to and
from the UTTR for maintenance/repair if needed. The network shall be scalable to accommodate more
devices and higher data rates for future growth.
The scope of work for the commercial internet service and infrastructure upgrade shall include but not
limited to:
• Site Survey and Assessment: Conduct a detailed survey of the building to assess current
capabilities, equipment conditions, and site readiness for upgrade.
• Equipment Procurement and Installation:
- If required and based on the site survey, procure new routers, antennas, and other
necessary hardware
- Install and configure new hardware.
• Core Network Upgrade:
- Upgrade of core network components including switches, routers, and servers.
• Integration and Testing:
- Integration of upgraded and new commercial WiFi into the existing network.
- Comprehensive testing to ensure all systems function correctly and meet performance
requirements.
• Network Optimization:
- Post-installation optimization of network parameters to ensure maximum efficiency and
quality of service.
- Continuous monitoring and fine-tuning during the initial operation period.

• Training and Documentation:
- Provide training for staff on the operation and maintenance of the upgraded infrastructure.
- Supply detailed documentation on all new equipment, software, and network
configurations.
4. Deliverables:
a) Site Assessment Report: Detailed report of findings from the site surveys and assessments.
b) Hardware and Software Inventory: List of all procured and installed equipment and software.
c) Installation and Integration Report: Documentation of all installation and integration activities.
d) Testing and Optimization Report: Results of all testing and network optimization activities.
e) Training Materials and Sessions: Training materials and records of training sessions conducted.
f) Final Project Report: Comprehensive report covering the entire upgrade project, including
lessons learned and recommendations for future improvements.
6. Responsibilities
Customer:
• Provide escorts and access to the facilities and needed rooms.
• Approve the procurement of equipment and software.
• Participate in regular project meetings and reviews.
Contractor:
• Conduct all site surveys, equipment procurement, and installations.
• Ensure that all work is performed in compliance with industry standards and regulations.
• Provide regular updates on project progress.
• Deliver all project documentation and training materials.
7. Acceptance Criteria
The upgrade project will be considered successful and complete when:
• Coverage: Wi-Fi signal shall be strong and consistent in all designated areas of the building.
• Speed: Wi-Fi must support a minimum 100 Mbps download speed and 10-20 Mbps upload
speeds.
• Capacity: The network should handle simultaneous connections from multiple devices without
degradation in performance.
• Compliance: The network must comply with all relevant industry standards and regulations.
• Support: Provide comprehensive documentation and training for staff to minimally troubleshoot
the network.
• Testing: Conduct thorough testing to ensure all performance, security, and reliability criteria are
met before final acceptance. Provide a heat maps for all of the facilities to show coverage areas
and dead spots.

8. Project Governance
• Regular project updates will be given to review progress, address any issues, and make decisions
as required. The contractor will provide regular updates, including a summary of work
completed, and any issues encountered.
9. Assumptions
• Access to all areas will be provided depending on scheduled missions.
• Necessary permits and regulatory approvals will be obtained in a timely manner.
• Any changes to the scope of work will be documented and approved through a formal change
management process.
10. Change Management
• Any changes to the scope, schedule, or cost of the project must be formally requested and
approved by both the client and the contractor. A change request form will be used to document
and track all change requests.
11. Cost Estimate
• A detailed cost estimate will be provided separately, covering all aspects of the project, including
equipment, labor, travel, and any other associated costs.
12. Period of Performance:
o Contractor shall start work within 5 business days after contract award. Work shall be completed
within 180 days.
