SCOPE OF SERVICES – INDEPENDENT COMMISSIONING AGENT FOR UIP SUBPROJECT 2 (KAUTZ ROAD SUBSTATION REPLACEMENT) 1.1. Description In May 2019, the Mission Need Statement for the Utilities Infrastructure Project was approved and authorized to proceed to Conceptual Design. The Conceptual Design was completed and approved on February 23, 2022, granting the project a CD-1 status. The Conceptual Design identified portions of the high voltage electrical system that require improvement to maintain the electrical service to the Laboratory. Due to timing of funding for this project, certain electrical facilities have been improved to maintain service and facilitate other improvements. The project is currently in the advanced design phase and requires the services of a certified Independent Third-Party Commissioning Agent (CxA) to plan, coordinate, and oversee the commissioning process during design and construction of the new Kautz Road Substation control house building. The project is finalizing the design for the site installation package for the control house building. However, the project has completed the design for a prefabricated control house building, with 13.8kV switchgear inside, and is currently in the procurement phase to award the manufacture of this building as long lead equipment to be delivered and handed over to a site installation contractor, to be procured at a future date. 1.2. Stakeholders and Additional Resources Fermilab is managed and operated through a contract between the U.S. Department of Energy and the Fermi Forward Discovery Group, heretofore referred to as FermiForward. Arup is subcontracted for design services through FermiForward. Stakeholders for this task include the following: 1.2.1. U.S. DEPARTMENT OF ENERGY (DOE) FERMI SITE OFFICE (FSO) The DOE has a site office (FSO) located physically at Fermilab that is responsible for overseeing the M&O contractor (i.e. FermiForward) to ensure safe, secure, effective, and efficient operations of the lab and to advocate Fermilab’s needs to DOE. Some resources within FSO include a Site Office Manager, UIP Federal Project Director, UIP Deputy Federal Project Director, and ES&H support. 1.2.2. UIP TEAM The UIP team consists of the Project Director, Project Manager, Level 2 Manager/Design Manager, Quality Coordinator, ES&H Coordinator, and Procurement Administrator, as well as additional resources within the Infrastructure Services Division (ISD). 1.2.3. ARUP FermiForward has procured A/E design and construction phase support services from Arup US, Inc. (Arup) for the duration of the UIP. -- 2 of 7 -- Statement of Work: Independent Commissioning Agent for UIP Subproject 2 Utilities Infrastructure Project Fermi National Accelerator Laboratory 3 1.2.4. INFRASTRUCTURE SERVICES DIVISION The Infrastructure Services Division (ISD) includes engineers and operators responsible for maintaining and operating the CUB. 1.2.5. COMMONWEALTH EDISON The Kautz Road Substation is interconnected to the Commonwealth Edison 345 KV transmission system. Commonwealth Edison will be participating in the engineering design of all electrical substation systems that interconnect with their 345 KV transmission system. Their involvement will include the specification of equipment and review and approval of the design at all phases of the project. 1.3. Scope The solicitation shall request professional engineering services to perform the following activities in support of the commissioning effort for UIP Subproject 2. 1.3.1. SYSTEMS/EQUIPMENT TO BE COMMISSIONED 1.3.1.1. Substation Control Building • Building Automation System • HVAC units • Exhaust fans • Duplex sump pump • Life safety/Fire alarm • Lighting controls • Security • Building envelope • Substation Relay & Metering Control Panels • 15kV Switchgear Units with C.B’s & Relays • Communication Panel • Battery Racks with spill protection • Battery chargers • Battery Disconnect Switches and DC Bus Tie Disconnect Switch • AC and DC Circuit Breaker Panel Boards 1.3.1.2. Yard Equipment • Four (4) 345-13.8 kV Transformers • One (1) 345 kV SF6 circuit breaker • 13.8 kV Cable Bus System • Seven (7) 345 kV MOD’s • Yard Lighting System • Yard Drainage System -- 3 of 7 -- Statement of Work: Independent Commissioning Agent for UIP Subproject 2 Utilities Infrastructure Project Fermi National Accelerator Laboratory 4 1.3.1.3. Externally Connected Equipment • Feeders 1.3.2. COMMISSIONING TASKS 1.3.2.1. Design and Procurement Phase During the design phase, and prior to award of the construction contract to a general contractor, the Independent CxA shall perform the following tasks: 1.1.1.1.1 Specifications Prepare the necessary commissioning sections and/or commissioning text to be included into the bid documents to ensure that the commissioning requirements are integrated into the appropriate sections and clearly describe the commissioning process. All features and systems to be commissioned will be listed. 1.1.1.1.2 Commissioning Plan Develop a Commissioning Plan with the following components: • Commissioning program overview • Commissioning team • Commissioning process activities The commissioning plan will be created within 60 calendar days of PO issue. As the project progresses, the commissioning plan will continue to evolve. 1.1.1.1.3 Review the Basis of Design (BOD) Review design documentation prepared by Arup and provide a report to the Owner of any discrepancies with the proposed design to achieve the intended functions in an acceptable manner. 1.1.1.1.4 Develop a Master Equipment List This inventory will provide the team an exact count of all equipment and systems that are required to be commis
