STATEMENT OF WORK
PROJECT NUMBER 648-20-121
Construct Campus Security Fence & Access Control
Portland VAMC, Vancouver Campus, Vancouver WA
Introduction/Background: This project will construct a campus security fence surrounding the Portland VA Medical Center Vancouver Campus. The contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials, and perform work for 648-20-121 Construct Campus Security Fence and Access Control (Vancouver) as required by drawings and specifications. For all requirements and further information see the attached specifications, drawings, and contract documents.
The new fence will replace the existing 6-foot chain link fence and be constructed with:
A concrete mow strip
One motorized vehicle gate
Three personnel gates
A vehicle fortification will be included for approximately 1100 linear feet of perimeter fence along Fourth Plain Blvd. starting approximately 100 feet East from the NW corner and following the perimeter eastward.
This fortification is concrete, 3 feet tall, and sloped like a jersey barrier on the side facing Fourth Plain Blvd.
Lighting and camera systems for the whole perimeter fence will use designed raceways.
New entry doors, frames & hardware at Bldgs. 3 & 4 with electronic locks and card readers tied to the existing security system.
Eight additional trees and their associated wheel stops. The pricing for his line item should be itemized on a per unit basis with each unit comprising one tree and wheel stops inclusive of material and labor costs.
Objectives
The contractor shall furnish all materials, labor, equipment, training, transportation, and personnel to accomplish required tasks in accordance with VA provided drawings and specifications.
The Government will provide specifications and drawings of all locations where the work is to be performed.
Normal Operating Hours
For this project, normal work hours are 7:00AM to 9:00PM (PST) Monday through Friday excluding Federal Holidays and weekends. Contractors must obtain permission from the COR prior to working on Saturdays, Sundays, and Federal Holidays. All medical center activities will remain open throughout the duration of the construction. Contractor is to ensure that all medical center activities remain unimpeded by construction activities. For example, work around building 1 (CLC) will observe quiet hours after 6:00PM PST, meaning loud noises and vibrations will need to cease, but non-disruptive work will be allowed until 9:00PM PST.
Site Superintendent
For contractor’s employees all work under this contract shall be performed in a skillful and workmanlike manner. The Contracting Officer may require in writing the contractor to remove from the job site any employee the CO deems incompetent, careless, or otherwise objectionable.
Progress Meetings
Progress meetings shall be held weekly, between the contractor and the Government, to discuss work progress, problems, and potential modifications.
Period of Performance
Construction is estimated to take 9 months (275 days) from the date of contract award

Work Scheduling
Before commencement of work, the contractor shall confer with the Contracting Officer Representative and agree on a sequence of procedures, means of access to premises, space for storage of materials and equipment, delivery of materials and use of approaches, use of corridors, stairways, elevators, and similar means of communications; location of partitions, eating spaces, and restrooms for contractor employees, and the like.
Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.
The work shall so far as practicable be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions are begun.
The contractor shall be responsible for providing all work site protective barriers and site control devices. This includes protective fences, protective tapes, and protective signage. The contractor shall be responsible for providing all traffic control, such as street blockages, traffic cones, flagman, etc. As required for each task at no additional cost to the Government. Proposed traffic control methods shall be submitted to the COR for final approval. No street shall be completely closed to traffic without prior approval from the COR.
All temporary outages of any utility services required for the performance of work shall be scheduled with the COR no less than twenty-one working days in advance of such outages. Request for power outages must be in writing.
Contractor Quality Control
The Government reserves the right to require the contractor to make changes in the CQC Plan and operations to obtain the quality specified. These changes must be submitted to and approved by the CO.
Notification of changes: The contractor shall notify the CO in writing prior to any proposed changes. Proposed changes are subject to acceptance by the CO.
