Statement of Objectives – RAAF Base Curtin MAAS Repair/Replace Project 14 June 2026 Royal Australian Air Force (RAAF) Base Curtin Mobile Aircraft Arresting System (MAAS) Repair/Replace Project Statement of Objectives 1) PURPOSE/BACKGROUND: Project scope includes all material and equipment necessary for the Expeditionary Theater Engineer Group (ETSG) to repair and replace concrete equipment pads used for the Mobile Aircraft Arresting System (MAAS) on both ends of Runway 11-29 at Royal Australian Air Force (RAAF) Base Curtin. 2) LOCATION OF ALL WORKS: RAAF Base Curtin, Derby, Western Australia, 6728 a. All contractor(s) shall delivery/mobilize and recover/demobilized from this location. 3) OBJECTIVES: a. Procure heavy equipment and attachment (dry hire) rentals, see Attachment (1): a. All equipment and attachment are required for eight weeks. b. Contractor is responsible for delivery/mobilization, transport, and recovery/demobilization and associated costs. c. Equipment shall be fully fueled upon delivery. b. Procure Rebar per design, see Attachment (2): a. Rebar shall be pre-bent, per Attachment (2), by the Contractor prior to delivery. b. The contractor shall also provide 923 rebar chairs. c. Contractor is responsible for delivery and transport costs. c. Procure 342 cubic meters (wet volume) concrete: a. 300 PSI strength (20 MPa). b. The contractor shall also provide 549 cubic meters of 250-micron plastic sheeting, in 4-meter wide rolls. c. The contractor shall also provide 30 Gallons of (113.6 Liters) of concrete cure (resin based). d. The contractor shall also provide 1 Gallon of (3.8 Liters) of concrete bonding compound. e. Delivery days/times shall be coordinated between the Government representative and contractor a minimum of 48 hours prior to delivery (notional schedule provided in Attachment (3)). f. Contractor is responsible for delivery and transport costs. d. Procure 398 Tons (439 Tonnes) of 3/4" Base Course Rock a. Contractor is responsible for delivery and transport costs. e. Procure industrial waste disposal: a. Large (6 to 9 cubic meter) dumpster for scrap wood, demolished concrete, and rebar etc. b. An empty dumpster shall be provided when a full dumpster is removed from the site. c. Delivery days/times shall be coordinated between the Government representative and contractor a minimum of 48 hours prior to delivery. d. Contractor is responsible for delivery/mobilization, transport, and recovery/demobilization and associated disposal costs. 4) PERIOD OF PERFORMANCE: a. All Heavy Equipment shall be delivered/mobilization on Friday, July 10, 2026 and be recovered/demobilization no earlier than 31 August 2026. b. All rebar material shall be delivered no later than Friday, July 17, 2026. c. Concrete shall be delivered in accordance with Attachment (3). a. Resign, cure, and plastic sheeting be shall be delivered no later than Friday, July 17, 2026. d. Rock base shall be delivered no later than Friday, July 17, 2026. e.
