Description
1.0 General Scope of Work
The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and incidentals necessary to perform comprehensive material testing, geotechnical investigations, and engineering design solutions. Work includes, but is not limited to: roadways, parking lots, motorpools, tank maneuver trails, drainage features, aircraft aprons, and earthen dams. The Contractor shall ensure all laboratory and field services conform to federal (ASTM/AASHTO), state, and local specifications as ordered by the Contracting Officer.
2.0 Detailed Requirements
The work includes, but is not limited to:
Soils & Earthwork: Laboratory classification (Atterberg, Sieve), moisture-density relationships (Proctor), California Bearing Ratio (CBR), and in-place nuclear density testing.
Asphalt (HMAC): Mix design verification, extraction and gradation analysis, Marshall/Superpave stability testing, and pavement coring for thickness and density.
Concrete (PCC): Design of structural and high-early-strength mixes, slump and air content field testing, and compressive/flexural strength cylinder testing.
Geotechnical Solutions: Subsurface exploration (drilling/sampling), slope stability analysis for earthen dams, and bearing capacity evaluations for heavy equipment trails.
Engineering Design: Providing stamped repair recommendations, pavement thickness designs for aircraft loads, and stabilization strategies (lime/cement) for failing subgrades.

3.0 Site Protection & Cleanup
Protection of Features: The Contractor shall protect all existing features, including vegetation, nearby structures, and existing utility infrastructure, during drilling or sampling operations.
Utility Protection: The Contractor is responsible for coordinating utility locates (e.g., 811) and protecting all underground infrastructure prior to any boring or excavation.

4.0 Traffic Control & Safety
Temporary Traffic Control: The Contractor shall provide all necessary devices (signs, cones, flaggers) per the Manual on Uniform Traffic Control Devices (MUTCD) when performing testing on active roadways or aprons.
Safety: The Contractor shall comply with all Occupational Safety and Health Administration (OSHA) standards and specific installation safety protocols for high-traffic or specialized maneuver areas.
5.0 Project Quality and Technical Standards
