1.0 CONTRACT PROJECT:

1.3 Project Description:
This project will ensure the long-term functionality and protection of six modular buildings critical to USDA-APHIS-PPQ research operations. The contractor will provide all labor, materials, equipment, and supervision to complete the following tasks:
Relevel Four Fiberglass Modular Buildings (10’ x 40’):
Install concrete foundation piers.
Reset existing pier blocks.
Repair and Weatherproof Six Buildings (Four Fiberglass + Two Steel CONEX Containers, 8’ x 40’ and 8’ x 20’):
Seal all roof and wall penetrations.
Treat corrosion and apply rust-inhibitive primer to door frames and walls.
Repaint exterior surfaces to restore weather protection.
Roof Coating:
Prepare surfaces and apply elastomeric roof coating system to all six buildings for long-term waterproofing.
Door Repair:
Repair or replace the freezer CONEX container door to restore full functionality.
These facilities represent a $500,000 investment and are essential for insect rearing and treatment research supporting emergency and domestic programs in biocontrol, integrated pest management, sterile insect technology, and phytosanitary protection. Performing this maintenance will extend the service life of these critical assets by 20 years, ensuring continued support for key agricultural programs.The contractor will supply all labor, materials, equipment, and supervision for this work.
Scope:
Relevel and install modular building concrete pier footings
Jack and level (4) 10’ x 40’ fiberglass modular buildings (Reiff mfg.) and install 4x4 cribbing with plywood base at (6) areas of each building for support while foundations are being built.
Excavate and pour (10) 3’ x 3’ x 2’ concrete footings at each building.
Place-back, level and secure (10) existing pier blocks at each building.
Requirements below include the four 10’ x 40’ fiberglass buildings and two modified steel CONEX containers, one 8’ x 40’ and one 8’ x 20’:
Roof coating (4) 10’ x 40’ modular buildings and (2) steel CONEX containers (8’ x 40’ & 8’ x 20’).
Retighten and replace fasteners where necessary.
Seal penetrations
Pressure wash roof surface of all debris, grime, and oil and allow surface to dry.
⦁ Apply rust inhibitive primer to any rust-affected areas.
⦁ Apply elastomeric coating with polyester or rubberized fabric at all seams (AcryShield A610 elastomeric coating with T272 polyester fabric or equivalent) laps, and any areas not exhibiting a positive seal.
⦁ Apply 1.5” butyl backed caps at all fastener locations, then hand seal with elastomeric coating.
⦁ Apply two coats of elastomeric coating over the entire roof surface at not less than 12mils dry film thickness per coat & ensure coating is rated for metal roofs and ponding water resistance.
⦁ Provide a 10-year Manufacturer’s Warranty.
Exterior Painting (6) 10’ x 40’modular buildings
Pressure wash and clean all (6) modular buildings.
Repair and seal penetrations on walls.
Remove and apply rust inhibiting primer on doors and walls where rust is present.
Apply waterproof primer sealer (Seal-Krete® waterproof primer or equivalent) Waterproofing Primer/Sea to promote good adhesion.
Apply (2) coats of exterior paint (Wasser MC-Luster 100 or equivalent) color to be specified by USDA.
Replace or repair steel freezer door on (1) 8’ x 20’ CONEX container
Clean up and waste removal
The contractor shall ensure debris related to foundation construction is removed and disposed of accordingly
