Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial supplies and services prepared in
accordance with the information in FAR Part 12 Simplified Procedures under the test program
for commercial items found at FAR Subpart 13.5, as supplemented with the additional
information included in this notice. This announcement constitutes the only solicitation; a written
solicitation and attachments are included. PAPER COPIES OF THIS SOLICITATION WILL
NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.GOV.
Quoters shall follow the method of quote submission set forth in the solicitation.
The RFQ number is N0018926QW288. This solicitation documents and incorporates
provisions and clauses in effect through FAC 20256-01 and DFARS Publication Notice
20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and
provisions. The clauses may be accessed in full text at these addresses:

332439 and the Small Business Size Standard is 600 employees. The proposed contract is being
solicited and awarded to Metal Dynamics LTD on a sole source basis and this RFQ is not a

In accordance with FAR 5.102(a)(6), the required justification or documentation is
attached. NAVSUP Fleet Logistics Center Norfolk, Regional Directorate Contracting
Department, intends to acquire commercial items and services, for the purchase and installation
of 12 new coolers by Metal Dynamics on board the APL61 barge. The barge will be used
during USS HARRY S. TRUMAN (CVN 75)’s scheduled RCOH at Newport News,
shipyard in the fall of 2026. The Metal Dynamics company completed the installation on 26
June of the shelving system in the ships store space of the barge under contract
N0018926PW041 awarded on 31 Mar 2026. The shelving is installed on board 99% of the
ships stores afloat and USFFC requested this and paid for the installation. NEXCOM Ships
Store Program (Code A) is purchasing 12 coolers using their GCPC card for the space, which
are scheduled to be delivered around late July, and would like Metal Dynamics to install the
coolers on the designated wall units in the space. Metal Dynamics is approved by NAVSEA
to manufacture and install the System 90 Shelving system on board all ships stores. The
vendor shall be certified to properly install all equipment and provide the services. The vendor
shall provide qualified employee service representatives necessary to properly maintain and
repair various equipment at no additional charge to the government. See attached RFQ and SOW
for more information.
Metal Dynamics LTD will be solicited, concurrent with this synopsis, to provide the
requirement. The estimated award date is 30 July 2026 with a delivery date of 31 July 2026 and a
period of performance 3 August 2026 to 14 August 2026.
This acquisition is being processed pursuant to FAR Part 6.103-1(b), Only One
Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Metal
Dynamics LTD is considered the only source able to successfully perform the requirement. All
other responsible sources may submit concise documentation for consideration regarding their
ability to provide the required support, as well as financial and technical information. However,

not to compete the proposed contract action based upon responses to this notice is solely within
the discretion of the Government. Furthermore, no award will be made on the basis of
information received in response to this notice and the Navy will not pay for any information
