REQUIREMENT INFORMATION Description: This requirement is for the procurement and delivery of replacement of Stage 1 and Stage 2 filters only. The type, manufacturer, part number, and quantity of all of the Stage 1 and Stage 2 filters needed are located in Table 1. Removal and installation of the filters are not included in this requirement and are outside the scope of this contract. The city of Albuquerque, permit number 1770-RV3, requires filters to be replaced every 5 years in accordance with l 12(b) of the Federal Clean Air Act Three stage hepa filters, designed for applications where the removal of overspray particulates, especially chromates, must adhere to NESHAP* Test Method 319 for Aerospace painting and de-painting operations. Exceeds the requirements of the Code of Federal Regulations, 40 CFR 63, Engineered to provide maximum service life and efficiency for all types of coating materials, must comply with all NESHAP* and MACT** standards. Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. As prescribed in 12.205(a)(2), insert a provision substantially as follows: Evaluation—Commercial Products and Commercial Services (Deviation Date) (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: 1. Technical Acceptability, technical evaluation team will evaluate by assigning a rating of “acceptable” or “unacceptable”. The Government will evaluate the lowest priced offer for technical acceptability in accordance with the solicitation. If this is not technically acceptable, the Government will evaluate the next lowest priced proposal until one proposal is technically acceptable, or until all offers have been evaluated. Only those proposals considered technically acceptable will receive further consideration for award. 2. 2.
