CONCEPT PROVIDED FOR ILLUSTRATIVE PURPOSES ONLY SHEET 1/8 CONTINUOUS PURGE LAYUP SYSTEM (CPLS) CONDENSER MANIFOLD TECHNICAL SPECIFICATION -- 1 of 7 -- CONCEPT PROVIDED FOR ILLUSTRATIVE PURPOSES ONLY SHEET 2/8 A OVERVIEW 1. Purpose: This Technical Specification titled: CONTINUOUS PURGE LAYUP SYSTEM (CPLS) CONDENSER MANIFOLD provides all the detailed technical requirements for a portable dry air layup manifold. 2. Concept: The CPLS system is designed to introduce dried air to major components to halt or eliminate the formation of corrosion during periods of maintenance when the components are not in use. The CPLS manifold is to be fully enclosed (with the exception of the inlet/outlet connections and the isolation valves) utilizing a Pelican (or equivalent) case. Access cuts and windows are provided to observe gages as required. The system accepts dried air via a male 3/4” JIC 37 degree flare fitting, where it is sent through an isolation valve, regulating valve, two pressure gages, relief valve and analog flow meter. The outlets contain double valves for the purpose of isolation of the system drying maintenance of ship’s components. The outlets are fitted with a male 3/4” JIC 37 degree flare fitting downstream of the valves. Brackets and hangers are to be utilized as required to mount the CPLS components to the case. Connections between components can be either via hoses or hard pipe. Components enclosed in this system shall not utilize materials detrimental to the ship’s system, such as lead, sulfur (“thio-“ or “sulf-“ compounds), cadmium, or halogens (“chloro-“, “fluoro-“, or “bromo-“ compounds listed as part of the item’s contents). Teflon products are acceptable, however any Teflon tape is not to enter the fluid boundary. Contractor is to utilize requirements from the STR-4P37 and STR-4P38 regarding cleanliness of components. Components may be screwed together or welded, brazing and/or soldering SHALL NOT be utilized to join piping or components. A manifold example is provided herein; however, the contractor is free to pursue an alternate configuration to suit the requirements set out in this technical specification. 3. Abbreviations: The CPLS Condenser Manifold will be referred to as the manifold for brevity. Military Standard 12D (MIL-STD-12D, dtd 15 June 1968 or later) titled: ABBREVIATIONS FOR USE ON DRAWINGS, AND IN SPECIFICATIONS, STANDARDS AND TECHNICAL DOCUMENTS can be used as a guide for determining a standard abbreviated identifier besides those previously determined in this specification. 4. Pricing: A proposal shall be quoted to the requestor based on a single order for the construction and purchase of fifteen (15) manifolds. The proposal shall include the lead time and estimated time of delivery to the Government's destination of Norfolk Naval Shipyard (NNSY). The qty. 15 manifolds purchased herein must arrive at NNSY no later than 28 OCT 2026. 5. Terminology: This Technical Specification uses the term "Contractor" as the one single party ultimately responsible for complying with the Contract. The term "Original Equipment Manufacturer” or “OEM" refers to manufacturers other than the Contractor for various complex devices or sub-assemblies that are critical components of the machine and hence, may include a separate Warranty, but, are not necessarily or at least directly responsible for meeting the conditions as set forth by the Contract (e.g. OEM of a fan or electrical components). The term "Vendor" can refer to parties other than the Contractor for such matters (i.e. shipping, repairs) in case those responsibilities have been delegated or sub-contracted to others. Nevertheless, the Contractor shall ultimately be responsible for compliance with all specification requirements. 6. IDENTIFIERS: The Identifiers below shall be prominently displayed on the manifolds (see Section C, paragraph 9). a. NNSY Identifier – Unique identifiers for each manifold (e.g. “1 Main” and “4 Main”, etc). b. ABC Identifier – As determined by the Contractor (e.g. ABC, Inc.) such that the type, size, and the particular machine in the fleet as well as the OEM, type, capacity, and other characteristics of the manifold can readily be identified by the Contractor. -- 2 of 7 -- CONCEPT PROVIDED FOR ILLUSTRATIVE PURPOSES ONLY SHEET 3/8 B DESIGN (SYSTEM CAPABILITIES) 1. ALL CARRIER CLASS: The manifold is designed to accommodate all CVN class nuclear aircraft carriers (i.e. NIMITZ and FORD CLASS) overhauled at Norfolk Naval Shipyard (NNSY). 2. PORTABILITY: The manifold is intended to be light enough to be carried by one or two people and compact enough to be moved through the ship with relative ease. 3. CASE: A suitably durable carrying case (i.e. Pelican or equivalent) will contain all piping and instrumentation on the manifold with the exception of the inlet/outlet connections and isolation valves. The case will be equipped with a handle for portability, wheels are optional. The case shall be able to be latched shut securely enough to remain closed during transportation and operation. Clear windows shall be installed on the case to allow the pressure gages and flowmeters to be read without opening the case. Case is to be as small as reasonably achievable while still supporting all necessary equipment. 4. SHUTOFF VALVES: One shutoff valve on the inlet of the manifold allows isolation of the entire manifold. Two shutoff valves on either outlet allow double valve isolation of a single leg in the event of ship’s maintenance. These valves may remain outside the case to aid in minimizing the case size. 5. REGULATORS: The regulators shall have a minimum pressure of 5 psi. The regulators shall be a Norgren R74G series pressure regulator or equivalent. 6. PRESSURE RELIEF VALVES: The relief valves shall be a Kunkle Model 1 safety valve or equivalent, factory set to relieve at 30 psi.
