1.0 Scope of Work
The contractor shall provide a turn-key solution to Engineer, Furnish, Install, and Test (EFI&T) a
replacement Voice over Internet Protocol (VoIP) Crash Net system at multiple locations across
Tinker Air Force Base. The contractor shall transition the existing primary analog network
(PCN/SCN/Navy) to a secure, fiber-optic-based infrastructure to ensure reliable emergency
response activation and alert notification, in compliance with current Department of Defense
(DoD) and Air Force (AF) mandates.
2.0 Applicable Directives and Standards
The contractor shall ensure all work, hardware, and software comply with the following
regulations and mandates:
• Information Assurance: All Commercial-Off-The-Shelf (COTS) IA and IA-enabled
products shall comply with AFI 33-200.
• National Security Systems: Applicable products must be Committee on National Security
Systems Policy 11 (CNSSP-11) compliant, validated by accredited National Information
Assurance Partnership (NIAP) labs or National Institute of Standards and Technology
(NIST) Federal Information Processing Standards (FIPS) Cryptographic Module
Validation Program (CMVP).
• Asset Tagging: All hardware shall be tagged in accordance with MIL-STD-130, DODI
8320.04 (IUID Standards), and DFARS 252.211-7703.
• Unified Capabilities: All products shall be Unified Capabilities (UC) approved and listed
on the Defense Information Systems Agency (DISA) UC Approved Products List (APL)
per the UCR 2013 Mandate.
• Encryption: All cryptographic products shall possess FIPS 140-1 or 140-2 security
certification.
3.0 Specific Tasks
3.1 System Engineering and Installation
The contractor shall perform site surveys, design, and install the VoIP Crash Net system utilizing
Government-provided outside plant fiber to the subscriber locations. The contractor shall
integrate the system components detailed in Section 4.0 to establish a fully operational
emergency notification network.
3.2 System Configuration and Functionality
The contractor shall configure the system to meet the following salient characteristics:

• Enable connections to multiple distant locations with a single action via VoIP from a
designated single point.
• Restrict system activation control strictly to designated primary consoles/phones; distant
response phones shall not have activation capabilities.
• Configure the system to operate exclusively over fiber-optic lines.
• Provide and configure management software to interface with the system for centralized
configuration control and failover management.
• Integrate and configure call/activation recording capabilities accessible from multiple
designated locations.
3.3 Testing and Acceptance
Upon completion of the installation, the contractor shall conduct a comprehensive system test.
The contractor must successfully execute a "ring-out" to all distant locations and end-users. The
designated Tinker AFB Project/Program Manager will serve as the final acceptance authority
upon the successful completion of this testing phase.
3.4 Training
The contractor shall conduct Maintenance and Administration Training for designated
Government personnel prior to final system turnover.
4.0 Deliverables and Bill of Materials
The contractor shall procure, deliver, and install the following new (no
remanufactured/refurbished) equipment. The contractor shall include all associated software,
required operational documentation, and peripherals as provided by the Original Equipment
Manufacturer (OEM).

5.0 Special Contract Requirements
5.1 Supply Chain and Backorders
The contractor shall clearly identify in their proposal if they are an authorized reseller of the
proposed OEMs. If any item on the Bill of Materials is on backorder, the contractor shall
immediately notify the Government in writing and provide the expected lead time.
5.2 Licensing and Warranties
• Software Licenses: The contractor shall provide all software licenses registered directly
to the customer’s organization.
