Performance Work Statement (PWS) Annual Preventative Maintenance and Optional Emergency Service Call for Waygate CRxVision Radiographic System for Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) 1 Introduction This Performance Work Statement (PWS) covers the details involving the annual onsite preventative maintenance and optional emergency service call of radiographic equipment located at PHNSY & IMF. 1.1 Mission The purpose of this acquisition is to provide the government with all-inclusive onsite annual preventative maintenance (PM) and optional emergency repair service call for one (1) Waygate CRxVision computed radiography (CR) scanner to maintain the system in accordance with Original Equipment Manufacturer (OEM) specifications. 1.2 Background PHNSY & IMF’s primary mission is to provide regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight." As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels. PHNSY’s Non-Destructive Testing Lab must have the capability to conduct nuclear and non-nuclear inspections, develop and evaluate film, and process Hazardous Material (HAZMAT) / Hazardous Waste (HAZWASTE). 1.3 Scope The contractor shall provide all-inclusive onsite annual preventative maintenance (PM) and optional emergency service call emergent repair services for one (1) Waygate CRxVision computed radiography (CR) scanner for Code 135’s Non-Destructive Testing Lab located at Pearl Harbor Naval Shipyard. The following sub-sections provide specific details of considerations for this effort. 2.1 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer Representative (COR) immediately. 2.2 Business Relations The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. 2.3 Contract Administration and Management The following subsections specify requirements for contract, management, and personnel administration. 2.3.1 Contract Management The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between designated Government Technical Points of Contact (TPOCs), the COR, and the contractor's corporate offices. 2.3.2 Contract Administration The contractor shall establish processes and assign appropriate resources to effectively administer the requirements of the contract. The contractor shall respond to Government -- 2 of 8 -- requests for action in a timely fashion. The contractor shall have a single point of contact between themselves and the government to support the contract. 2.4 Contractor Qualifications and Personnel The contractor shall accomplish all assigned work by employing and utilizing qualified personnel and shall meet the following requirements: • Authorization: The contractor must be an authorized service provider for Waygate technologies. • Certified Personnel: The contractor shall assign an Original Equipment Manufacturer (OEM)-certified Field Service Engineer with verifiable experience on the Waygate CRxVision system. The Government reserves the right to request and review proof of certification and qualifications for any assigned personnel. • Point of Contact (POC): The contractor shall designate a single POC responsible for the performance and administration of the work. The POC or an alternate shall have full authority to act on behalf of the contractor on all matters relating to this contract. 3 Performance Requirements The following section specifies the performance objectives and performance elements for the contract. 3.1 Annual Preventative Maintenance The Contractor shall perform a complete annual PM service in strict accordance with the manufacturer's checklist. The service shall consist of the following: • Initial Diagnostics: Establish an image quality baseline by checking system logs and performing test scans (flat field) in both medium and high resolution. • System Maintenance: Power down and disassemble the unit. Thoroughly clean the digitizer interior and all critical components, including rollers, brushes, mirrors, and the light collector.
