1.0. BACKGROUND INFORMATION
The CUP boilers undergo annual inspection to ensure proper operation and code structural integrity. These inspection results also determine whether the boilers receive an operating license from the State of Maryland.
Over the last several years, the inspector has allowed the water column piping to pass even though the inspection ports for interior piping inspection were inoperable. These are the original 1960’s boilers and the piping and inspection ports (threaded plugs) cannot be disassembled due to massive corrosion. The inspector is now adamant that this situation shall be corrected.
Boilers 5 & 6 were slated to be demolished, and at this point in time did not even exist. In the last 5-7 years, maintenance was deferred due to this planned demolition. Now, with that the project has been suspended and the boilers remaining in the production plan, that deferred maintenance shall now be completed to have reliable steam production.
The blowdown valves on boilers 5 & 6, essential for general operation and emergency conditions are a quick acting “double valve”. The existing valves are anything but a quick acting valve. These valves require a 36” pipe wrench and a cheater bar to operate them.
Last, in the past several years, the inspector has cited the 30,000-gallon underground fuel tanks for being internally “dirty. NIST has pursued the cleaning of these fuel tanks utilizing a credit card, but this repeated method has reached its limit.
Except for the fuel tank cleaning, these repairs exceed available contract drawdown funds for this sort of repair. However, the practice of cleaning these fuel tanks two at a time runs afoul of other government regulations. That situation requires this work to be added to this contract
All work, less the fuel tank cleaning, is considered boiler repair under the National Board and ASME regulations and need to be completed by a company with the ASME “R” code stamp.
2.0. PURPOSE
NIST is seeking an ASME “R” stamp qualified boiler repair and welding contractor to perform high pressure steam boiler repair and fuel tank cleaning.

4.0. REGULAR BUSINESS HOURS
Regular business hours are Monday through Friday, 6 AM to 6 PM Eastern Time, excluding Federal holidays and NIST closures.
5.0. PERIOD OF PERFORMANCE
The period of performance for this project is 220 days from signing Notice to Proceed.
6.0. SPECIFIC REQUIREMENTS / TASKS
6.1. Task 1: General
The Contractor shall:
Provide all supervision, labor, materials, tools and equipment to complete the work
Be solely responsible for the work schedule and quality.
Provide drawings/datasheets (to include cut sheets for equipment and material) of new equipment/materials to be installed no later than 10 days from signed Notice to Proceed.
Provide equipment / material brochures and cut sheets of all proposed equipment.
Independently verify all conditions and supply all identified equipment or material.
6.2. Task 2: Boiler Water Column Piping
The contractor shall:
Remove existing water columns on boilers #1, #2, #3, & #4 and replace with new pipe, valves & fittings.
Ensure proper lock-out tag-out is in place before beginning work to ensure boiler is not brought online while work is being performed
Remove existing water column piping from boiler up to first valve leaving steam drum
Install new water column using new schedule 80 pipe, valves, & fittings to match previous water column design
Remain onsite to witness operational testing.
Clean up jobsite debris.
6.3. Task 3: Boiler 5 & 6 Blowdown Valves
The Contractor shall:
Remove & replace (2) blowdown valves on each boiler #5 & #6 (total of (4) boiler blowdown valve replacements).
Ensure proper lock-out tag-out is in place before beginning work to ensure boiler is not brought online while work is being performed
Remove (4) existing Yarway boiler blowdown valves on boilers #5 & #6, (2) off of each boiler.
Provide and install (4) new Yarway boiler blowdown valves matching existing layout, (2) new valves on boiler #5 & (2) new valves on boiler #6.
Modify & fabricate any existing piping to tie-in existing boiler piping to newly installed boiler blowdown valves.
Notify the COR of any hot work required a minimum of two weeks prior to work in order to procure NIST Hot Work Permits.
Install arc shielding during all welding operations inside the building.
Remain onsite to witness operational testing.
Clean up jobsite debris.
6.4. Task 4: Fuel Tank Filtering
The Contractor shall:
Flush, clean, & biocide treatment of (8) 30,000-gallon diesel tanks 1,2,7, and 8.
Ensure required lock-out tag-out is in place before beginning work on the (4) 30,000-gallon diesel tanks.
Perform initial pump off to remove water from both the high end and low end of the tank.
Add Biocide to kill any bacteria in the fuel or on tank walls and filtered out debris.
Filter fuel through water…
