Performance Work Statement TDS Telecom/Happy Valley Telephone T1 Data Circuit 1 1.0 Background This is a recurring requirement for Facilities Access Service for T1 Data Circuit 32HCQA953359-001-PT for the Central Valley Operations Office (CVOO). TDS/Happy Valley Telephone is the service provider for the T1 Circuit which is a dedicated circuit for the Supervisory Control and Data Acquisition (SCADA) system. The SCADA system is used between Trinity Dam and Keswick Dam to control operations. The circuit itself is controlled by a computer to keep the circuit on or off and the monthly service fee allows that access. TDS/Happy Valley has been the service provider for the T1 line since 2009. TDS/Happy Valley is the Local Exchange Carrier (LEC). Data access is regulated by tariffs and the California Public Utilities Commission. 2.0 Scope Provide Facilities Access Service for a T1 Data Circuit for the Central Valley Operations Office at Trinity Dam, 002-2000 Powerhouse Rd, Trinity Center, CA 96091. 3.0 Type of Contract Firm-Fixed Price Service Contract 4.0 Period of Performance 09/01/2026 to 08/31/2027 Base Year 09/01/2027 to 08/31/2028 Option Year 1 09/01/2028 to 08/31/2029 Option Year 2 09/01/2029 to 08/31/2030 Option Year 3 09/01/2030 to 08/31/2031 Option Year 4 5.0 Recognized Holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day 6.0 Hours of Operations The contractor is responsible for providing support and conducting business between the hours of 6:00 to 4:30 Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. 7.0 Contractor Payment Schedule. The Contractor may submit invoices for payment at the end of each billing period. The COR for this contract is: TBD The technical subject matter expert: TBD 9.0 Place of Performance The circuit runs for 33 miles from Trinity Dam to Keswick Dam. 10.0 Security The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. 11.0 Performance Assessment (a) Monitoring Performance. During the evaluation period, the COR/POC will track Contractor performance. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer. (b) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS.
