This Statement of Work (SOW) establishes the requirements for the inspection, evaluation, overhaul, and delivery of PBLO AN/SPS-49 Elevation Drive Direct Current Motor (P/N 914104). Naval Surface Warfare Center (NSWC) Crane Division is the designated overhaul point for the AN/SPS-49 Antenna. 2. REQUIREMENTS 3.1 GENERAL REQUIREMENTS 3.1.1 The contractor shall furnish all equipment, parts, and labor necessary to test, overhaul, and/or repair the AN/SPS-49 Elevation Drive DC Motor (P/N 914104). 3.1.2 The contractor shall be responsible for shipment of all assets submitted to the contractor for evaluation and overhaul. Assets submitted for overhaul shall be returned to the Government per FOB Destination to NSWC Crane, building 3168. 3.1.3 All assets to be delivered to the Government, the contractor shall perform marking for shipment and storage processes using MIL-STD-129P. 3.1.4 All assets to be delivered to the Government, the contractor shall apply equipment markings and identification processes using MIL-STD-130N. -- 1 of 10 -- Distribution Statement A: Approved for Public Release; Distribution is unlimited. 3.1.5 All assets shall be packaged IAW MIL-STD-2073-1E Method 54 and cover all external electrical ports with plastic protective caps. 3.1.6 The contractor shall maintain a configuration control program that meets the requirements of EIA-649-1 Configuration Management Requirement for Defense contracts. 3.1.7 In the event it is necessary to deviate from the drawings provided based on obsolescence or diminished manufacturing sources and material shortages (DMSMS). The contractor shall formally request the change in an engineering change proposal (ECP) and submit it to the government for approval. The government will require adequate time to review ECP's based on the magnitude of the change. Furthermore, an updated technical drawing package reflecting the changes must be provided to the government. The updated TDP may or may not need to accompany the ECP for approval depending on whether or not it is needed to adequately describe the change. (CDRL A001) 3.1.8 All SPS-49 Antenna Elevation Drive DC Motors overhauled or manufactured shall meet Drawing 914104 Rev M, Drawing 914321 Rev D, and Repair Manual SE110-A2-MMD-010 Chapter 9 and Appendix C upon delivery to the Government. 3.2 Overhauls – 914104 – Direct Current Motor 3.2.1 Evaluation and Inspection (CDRL A002) 3.2.1.1 When subassemblies are received for overhaul, the Contractor shall perform an initial inspection and test paragraph 3.3 of the assembly or subassembly. All discrepancies beyond the scope of a standard overhaul shall be documented in an Evaluation Report (CDRL A002) with accompanying documenting photograph(s). After initial inspection and test of the subassembly, the Contractor shall disassemble the subassembly IAW SE110-A2-MMD-010 Manual Sections II (9-2 Disassembly), III (9-3 Cleaning and Examination), Table 9.3, and Appendix C. During cleaning, the Contractor shall remove all sealant from exterior casing and hardware. The contractor shall perform detailed inspections, tests, and/or measurements of all parts not already designated as mandatory replacement items as part of a standard, Level I, overhaul. Items that require repairs and/or replacement beyond a standard overhaul (paragraph 3.2.3, Level II through Level VI), are defined as extensive overhauls. Repairs not within the scope of an extensive overhaul, are defined as supplemental repairs. The Contractor shall document these non- mandatory repairs/replacement parts, which fail inspections, tests, and/or measurements, on the evaluation report and designate the failed parts as supplemental repairs. 3.2.1.2 The evaluation report shall include the additional level of overhaul/repair beyond standard overhaul required. 3.2.1.3 The contractor shall provide evaluation reports to the Government for each subassembly submitted for overhaul. The contractor shall overhaul subassemblies which have no repair requirements beyond standard overhauls. For subassemblies which have extensive overhaul and/or supplemental repair requirements above and beyond standard overhauls shall NOT be overhauled until the Government approves the evaluation report. If the Government does not approve the evaluation report, the contractor shall take disposition actions for the subassembly in accordance with the Government’s evaluation report response. When the Government approves evaluation reports, the contractor shall execute the subassembly standard overhaul and extensive repair and/or the supplemental repair. 3.2.2 AN/SPS-49 Pedestal DC Motor Level I Standard Overhaul -- 2 of 10 -- Distribution Statement A: Approved for Public Release; Distribution is unlimited. 3.2.2.1 A subassembly standard overhaul includes: the replacement of all components that are ide
