Statement of Requirement
The USDA APHIS Wildlife Services requires a qualified contractor to provide full-service deer
carcass processing in support of wildlife damage management activities conducted within Ohio. The
contractor shall receive whole deer carcasses from Wildlife Services personnel, process each carcass
into specified cuts as detailed in the Performance Work Statement, package all meat in accordance
with industry standards, label packages with all required information, and return the processed
product to designated Wildlife Services locations. All work must comply with applicable federal,
state, and local regulations governing meat processing, handling, hygiene, and disposal. The
contractor is responsible for ensuring timely turnaround, maintaining accurate tracking of carcasses,
and properly disposing of all remains not returned to the Government. Additional requirements,
including scheduling, reporting, and performance standards, are provided in Attachment 1,
Performance Work Statement.
Schedule of Items (Attachment 2)
The contractor shall provide firm‑fixed pricing for all deer carcass processing services required
under this contract. Prices shall be submitted for each year of performance and shall correspond to
the four processing categories identified by the Government: (1) Processing of Full Deer; (2)
Processing of Deer After Decapitation; (3) Processing of Deer After Innards/Offal Removal; and (4)
Processing of Deer After Both Decapitation and Innards/Offal Removal. All items will be priced on
a per‑each basis. The contractor shall complete the Price Lists, Attachment 2, for Years 1 through 5
ensuring that all unit prices are provided. The quantities listed by the Government are estimates only,
and actual orders will be placed on an as‑needed basis under the resultant requirements contract.
Pricing shall include all labor, equipment, supplies, packaging, labeling, handling, sanitation, and
disposal requirements necessary to perform each category of processing in accordance with the
Performance Work Statement.

Acquisition Regulation (AGAR) Clauses and Provisions
The clauses and provisions contained herein are applicable to any order awarded as a result of this
solicitation. The terms and conditions set forth herein supersede all other terms and conditions.
Acceptance of the order in accordance with (IAW) FAR 12.201-1(b)(2) constitutes acceptance of all
terms and conditions contained herein.
As part of the Revolutionary FAR Overhaul (RFO), system updates may lag policy updates. The
System for Award Management (SAM) may continue to require entities to complete representations
based on provisions that are not included in this solicitation. Contracting officers will rely on
representations from offers based on provisions in the solicitation. Entities are not required to, nor
are they able to, update their entity registration to remove these representations in SAM.
