STATEMENT OF WORK
NAVAL CONSOLIDATED BRIG
GENERAL:
The Naval Consolidated Brig has an immediate and urgent requirement to procure thirty (30) proprietary,
detention-grade electromechanical locks. The facility currently has zero spare inventory for this critical
security hardware. These locks are required to serve as direct 1-for-1 replacements for failing and end-of-
lifecycle hardware on security swinging cell and corridor doors. The scope of this contract is strictly for the
purchase and delivery of the hardware. No vendor installation services are required.
Objectives:
The objective of this procurement is to obtain thirty (30) Folger Adam NS400E Series locks manufactured
by Southern Folger Detention Equipment Company, supplied via an authorized dealer (Western Detention).
These locks must be exact Original Equipment Manufacturer (OEM) parts to ensure seamless physical and
electronic integration with the Brig’s existing infrastructure, thereby restoring the facility's perimeter
security and life-safety compliance.

Other Important Information:
Vendors may submit supporting technical documentation (e.g., product literature, engineering schematics,
and manufacturer specifications) with their quote. This documentation is required to help the Government
Technical Evaluator determine if the quoted detention hardware meets or exceeds all the essential salient
characteristics specified in this solicitation.
Delivery Date:
NAVCONBRIG-Miramar Detention hardware: The contractor shall deliver all hardware at the Navy
Consolidation Brig, Miramar installation no later than 30 days after contract award.

Type of Contract:
The government will award a firm fixed contract.
Warranty: The contractor shall provide a minimum manufacturer’s warranty of one (1) year and
warranty documentation shall be provided at time of delivery.
Package and Marking:
All items must be preserved, packaged, and packed in original, factory-sealed OEM packaging to protect
the sensitive electromechanical components from physical damage, moisture, and shock during transit.
Each shipping container, pallet, and individual box must be clearly marked with the Contract/Purchase
Order Number, Manufacturer (Southern Folger), Model Number (NS400E), Quantity, and "FRAGILE -
ELECTRONIC HARDWARE." If palletized, items must be securely shrink-wrapped and banded for safe
forklift unloading. A detailed packing slip referring to the contract number must be securely attached to the
exterior of the primary shipment.
