Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation. Offers
are being requested, and a separate written solicitation will not be issued. Solicitation number
FA301626Q0193 is issued as a Request for Quote (RFQ) for pass-thru heated cabinets, pass-through
refrigerators, and reach-in freezers. This acquisition is set-aside 100% for small business concerns under the
North American Industry Classification System (NAICS) Code 333241, Food Product Machinery
Manufacturing industry and a small business size standard of 500 Employees. This solicitation

Description of Requirement. This is a Firm-Fixed-Price requirement for the Contractor to provide
pass-thru heated cabinets, pass-through refrigerators, and reach-in freezers to the DFAC Facility on Joint
Base San Antonio (JBSA), Texas. All products provided shall be in accordance with Attachment 1-
Salient Characteristics.
This solicitation is NOT to be construed as a commitment by the United States Air Force. The
Government reserves the right to cancel this solicitation at any time before contract award. The
Government is NOT liable for any costs associated with providing a response to this announcement.
Response Due Date: The Government is soliciting for quotes to fulfill the subject requirement. Please
respond to this RFQ by providing your quote (to include pricing information) through the Procurement
Integrated Enterprise Environment (PIEE) Solicitation module and emailing a copy to SrA Seth James
at E-mail: seth.james.1@us.af.mil and Lt Evelyn Hebert at E-mail: evelyn.hebert@us.af.mil no later
than Friday, 11:00 AM CDT, JULY 24, 2026, or sooner if possible. Any quote, modification, revision,
or withdrawal of a quote received after the exact time specified above shall be determined as late and
will not be considered unless received before award is made, the Contracting Officer determines that
accepting the late quote would not unduly delay the acquisition, and it was the only quote received. By
submitting a quote, the Contractor concurs that the quote is for all products noted within this solicitation
and shall provide the appropriate specifications IAW Attachment 1-Salient Characteristics.
Questions/Concerns: All questions/concerns, if any, must be submitted in writing to the above noted
email addresses no later than Tuesday, 1:00 PM CDT, JULY 21, 2026.
1. INSTRUCTIONS TO OFFERORS.
***Notice to Offeror(s)/Supplier(s)***: Funds are not presently available for this effort. No award will be
made under this solicitation until funds are available. The Government reserves the right to cancel this
solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the
Government has no obligation to reimburse an offeror for any costs.
1.1. Submission of Offers. Submit signed and dated offers through SAM.gov which are valid through 30
September 2026 and email a copy to seth.james.1@us.af.mil and evelyn.hebert@us.af.mil at or before
the exact time specified in the solicitation/SAM.gov. At a minimum, offers shall include—
1. The solicitation number
2. The name, address, telephone number of the Offeror;
3. The Offeror’s Unique Entity Identifier (UEI) and Commercial and Government Entity

4. All information necessary to evaluate the identified evaluation factors in the solicitation.
5. Responses to provisions that require Offeror completion of information, representations, and
certifications (other than those collected via the System for Award Management (SAM)); and
6. An acknowledgement that the offeror agrees with all terms, conditions, and provisions included in
the solicitation and any solicitation amendments.
1.2. Period of Acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar
days from the date specified for receipt of offers, unless another time period is specified in an amendment
to the solicitation.
1.3. Late Submissions, Modifications, Revisions, and Withdrawals of Offers. Offerors are
responsible for submitting offers and any modifications or revisions to the Government office designated
in the solicitation by the time specified in the solicitation/amendments. Any offer, modification, or
revision received after the time specified for receipt of offers is “late” and will not be considered unless it
is received before award is made and the Contracting Officer determines that accepting the late offer would
not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes
its terms more favorable to the Government will be considered at any time it is received and may be
accepted.
If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be
received at the Government office designated for receipt of offers by the exact time specified in the
solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice
of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended
to the same time of day specified in the solicitation on the first work day on which normal Government
processes resume. Offerors may withdraw their offers by written notice to the Government received at any
time before award.
