1.PROJECT INFORMATION
This section provides an overview of the project.
1.1. PROJECT SUMMARY
This project will replace the existing Edwards EST EST-3 fire alarm control panels and
associated graphic annunciators at the Denver Federal Center (DFC) in Building 810,
Building 67, and Building 94 with new EST-4 fire alarm control systems. The existing EST-3
systems are end-of-life equipment with limited manufacturer support and replacement parts
no longer readily available, creating long-term operational, maintenance, and reliability
concerns for the Government.
The project is intended to improve system reliability, maintainability, and code compliance
while supporting continued building operations and occupant life safety throughout the
Denver Federal Center campus. Building 810 also requires integration between the new
EST-4 system and the existing Silent Knight fire alarm system currently serving portions of
the facility.
The project will include replacement of fire alarm control equipment, associated
annunciators, and related system components necessary to support continued operation of
the fire alarm systems at each facility. Existing removed EST equipment identified by the
Government shall be preserved and turned over to GSA for potential reuse in supporting
other existing EST systems located throughout the Denver Federal Center.
This effort supports ongoing facility infrastructure modernization initiatives across the Denver
Federal Center and is intended to address aging fire alarm infrastructure prior to complete
manufacturer obsolescence and increased system failure risk.
1.2. The D/B Contractor shall coordinate work and gain approvals required in this
Statement of Work (SOW) with the Contracting Officer (CO) and Contracting
Officer’s Representative/Project Manager (COR/PM) as required. PROJECT
BACKGROUND
The Denver Federal Center (DFC) is a multi-building federal campus consisting of
administrative, operational, and mission-critical facilities occupied by multiple federal
agencies. Buildings 67, 94, and 810 are existing federally owned facilities that currently
utilize legacy Edwards EST EST-3 fire alarm systems as part of their base building life safety
infrastructure. The existing EST-3 systems have reached end-of-life status, with limited
manufacturer support and replacement parts becoming increasingly difficult to procure and
maintain.
Building 67 is an existing occupied federal office and operations facility that includes
integrated smoke control functions associated with the building fire alarm system. The
facility has experienced historical smoke control testing deficiencies, creating operational
