Description
Performance Work Statement
1. Contract Title. Satellite TV programming content for Palo Alto and Menlo Park Divisions of VA Palo Alto Health Care System.
2. Scope. Provide TV programming from DirecTV satellites and local channels as described in detail below to 911 televisions at the Palo Alto and Menlo Park Divisions of the VA Palo Alto Health Care System. The contract will include distribution of the content from DirecTV satellites, with the contractor to establish and maintain all accounts with DirecTV. DirecTV satellite antennas and receivers are provided by contractor.
3. Specific Tasks. The VA Palo Alto Health Care System (VAPAHCS) operates a Master Antenna TV (MATV) system at each of its Palo Alto and Menlo Park Divisions to deliver television programming to patient rooms and waiting areas, as well as some conference rooms and training areas. The MATV system delivers a mix of over-the-air broadcast and satellite programming distributed via coaxial cable from head end equipment including receivers, signal converters and amplifiers. The Health Care System requires a contract to provide the programming content and upgrade equipment to the head-end.
3.1 Equipment Upgrade. The contractor shall provide, install, upgrade, and maintain equipment to the head-end to include the specified areas listed below.

The pricing of the service should be calculated based on a fixed rate per connected TV set per month. VAPAHCS will notify the contractor of the addition to or removal of any TV sets from the distribution system. The current number of TV sets in each division is as follows:
Menlo Park: 298
Palo Alto: 486
The contractor will provide programming on the channels specified below via existing satellite dish and receivers compatible with DirecTV. The channels to be provided by the contractor for each campus encompasses those on the accompanying listing of DirecTV’s Entertainment Package. All listed channels must be available for distribution.

5. Performance Monitoring
Performance is easily monitored by the presence or lack of content being available on televisions at each campus. The content is watched on hundreds of TV sets and failure to perform (provide content) will be readily apparent and identified immediately without any formal monitoring program.

10. Period of Performance.
The period of performance of this contract will be as follows:
Base Year: April 22, 2027, through April 21, 2028.
Option Year 1: April 22, 2028, through April 21, 2029.

Option Year 3: April 22, 2030, through April 21, 2031.
Option Year 4:. April 22, 2031, through April 21, 2032.
