Description
STATEMENT OF WORK (SOW)
Blind Shell Android - Service Plan
1. Background
• The Western Blind Rehabilitation Center (WBRC) is a regional 32- bed residential
facility located at the Palo Alto Division of the VA Palo Alto Health Care System.
Approximately 1 50-200 Veterans and active-duty service members of all ages
participate in the program each year. Technology training is a popular referral;
approximately 60% of all referrals are for technology programs to train
Veterans on accessibility computer software (CAT-C) or accessibility for mobile
devices (CAT-M). The training programs for mobile devices accounted for
approximately 30% of all programs in FY25.
• WBRC has 3 specialty phones that are designed for individuals with visual
impairments, or that have other unique features that benefit our population.
However the service is unable to access phone service for these specific devices,
which significantly limits their functionality, as instructors need to assess their
ability to make calls and send text messages and device specific applications
such as Google Assist for texting, calls and emails. Despite these limitations
during the assessment process, these specialty phones are in demand; 8 have
been issued to Veterans following assessments during FY25 -FY26 to date.
2. Goals and Objectives
• Obtain full functionality on specialty devices to optimize Veteran training (and
ultimately independence.
• Examples of core competencies for specialty smart phones (needed prior to
issuance of prosthetic device)
o Veteran independently initiates a phone call using specialty phone
o Veteran independently answers phone call using specialty device
o Veteran demonstrates ability to initiate voice activated phone call
o Veteran demonstrates the ability to dial a 3-digit sequence or emergency
contact in case of an emergency prior to phone issuance
3. Specific Tasks.
• Service Plans
o Offerors shall provide the following mobile device service requirements
■ Unlimited voice minutes
■ Unlimited text messages
■ Unlimited data usage
o No plans shall include Basic Termination Liability charges (BTL) or
clauses.

o All plans shall include unlimited nights and weekends, unlimited mobile-to-
mobile and unlimited email/internet access for applicable devices
• Hardware
o W ireless services and d e vi c e s mi n i m um requirements
■ Digital voice and data services
■ Minimum 5 C high-speed data-only broadband access
o Smart phone devices with wireless email capabilities
■ Devices shall include email services with AES encryption
■ Must be compliant with FIPS 1 40-2 certification
■ Email service must be integrated with a Microsoft Exchange
environment and shall provide a seamless transmission of email
traffic from a userHs Microsoft Exchange mailbox
■ Smart phones must be able to migrate with the VA Device
Enrollment Program (DEP) and provide at a minimum all the
features described above
• Account Management & Customer Support
o The contractor shall provide toll-free customer support and service 24
hours per day, 3 65 days per year at no additional charge.
o The contractor shall provide a dedicated account representative who will
communicate at least monthly with the Contracting O ffi ce r’s
Representative (COR) or Alternate COR.
4. Contractor Qualifications
• Able to provide reliable 5 C and/or back-up cellular network technology.
• Availability of SMS and multimedia messaging capabilities.
• Unlimited talk text and data plans.
• Provide service to S IM cards for 3 smartphones with EE 229994, 222126, and
230000; with availability of continuous wireless telecommunications services to
include unlimited telephone/voice (including voicemail) texts and internet
data.
5. Performance Monitoring. The Subject Matter Experts (SME) will evaluate the services
required and monitor the performance of this contract to ensure compliance with the
terms and conditions of the contract. The Contracting Officer Representative (COR) will work
with the SMEs to ensure the contract is not breached and all terms are adhered to.

6. Security Requirements The C&A requirements do not apply, and a Security
Accreditation Package is not required. At no time will the vendor be in contact or have
access to VA sensitive information. VA sensitive information procedures will be followed by
VA Handbook 6500. 6.
7. Government-Furnished Equipment (GFE)/Government-Furnished Information
(GFI).
• Cellular network service will be activated on GFE cellphones currently on station.
The COR is responsible for certifying that the work done under the contract is performed to
time and standard specifications.
8. Place of Performance Data and cellular coverage throughout the State of California.
9. Period of Performance. The period of performance shall consist of a one-year base period
and four one-year option periods.
10. Delivery Schedule The contractor must be able to provide basic service plans for up to 5
phones as part of this contract.
