PERFORMANCE WORK STATEMENT (PWS) FOR DEFENSE LOGISTICS AGENCY DISPOSITION SERVICES ANCHORAGE SNOW REMOVAL SERVICES Version 2.12.26 TABLE OF CONTENTS INTRODUCTION PERIOD OF PERFORMANCE TASKS TO BE PERFORMED HOURS OF OPERRATION AND HOLIDAYS BASE ACCESS AND SECURITY U.S. GOVERNMENT FURNISHED PROPERTY, MATERIAL, EQUIPMENT, AND SERVICES (GFP/M/E/S) CONTRACTOR FURNISHED PROPERTY, MATERIAL, EQUIPMENT, AND SERVICES (CFP/M/E/S) SNOW REMOVAL EQUIPMENT ACCEPTABLE PERFORMANCE LEVELS (APLs) SPILL RESPONSIBILITY POINT OF CONTACT INVOICING CONTRACT MINIMUM/MAXIMUM APPENDIX 1: PHOTOS PERFORMANCE WORK STATEMENT INTRODUCTION: The Defense Logistics Agency (DLA) Disposition Services (DS) is a Major Subordinate Command (MSC) of the DLA with the primary responsibility of disposing of and reutilizing Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is located in Battle Creek, Michigan. DLA DS Anchorage, located at Joint Base Elmendorf-Richardson (JBER), requires snow removal services during the period of October through May and all option periods as specified in this Performance Work Statement (PWS). Contractor personnel and subcontractors shall comply with applicable federal, local and host installation laws, safety regulations and procedures. Personal Protective Equipment (PPE) shall be provided by the Contractor and must be appropriate for the task. Contractor/subcontractors personnel and equipment are subject to safety inspections by government personnel. The term Contractor applies to all subcontractor personnel/equipment/supplies that may be hired/provided by the Contractor. Complete snow removal services at DLA DS Anchorage, 12745 Davis Highway, JBER, AK 99506. DLA DS Anchorage Lot is about 175m x 230m open storage lot. (Blue area in Appendix 1 Photo) Dump Lot 906A is about 90m x 170m. (Yellow area in Appendix 1 Photo) PERIOD OF PERFORMANCE: This is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) time and materials contract which consists of one (1) 12-month base period and two (2) 12-month options. The total contract length shall not exceed three (3) years. The unit prices from the pricing schedule are fixed, but the contractor will only be paid for actual snow events that occur. The quantities from the pricing schedule are estimates only and form an estimated amount for each year. TASKS TO BE PERFORMED: All snow removal services shall be completed during DLA DS Anchorage hours of operations. (see section 4) The Contractor shall: Visit the areas specified within the PWS and designated in the attached snow maps with the Contracting Officer Representative (COR) within 10 days of contract award and in September before snow season each year thereafter to validate current conditions and areas to be covered by the Contractor. Maintain frequent contact with the site Point of Contact (POC) during snowplowing, salting, and/or ice removal operations and shall be available by telephone during performance. Remove all snow and ice from DLA DS Anchorage lot identified in section 1.d. anytime snow accumulation exceeds 3 inches. Remove all snow and ice from employee parking lot and sidewalks leading to building entrances. Sidewalk and parking lot areas shall have adequate deicing material for the conditions so ice cannot form and pedestrians have foot traction. Transport all snow and ice piles from DLA DS Anchorage lot to the dump lot identified in section 1.e. within 48 hours of each snow plowing event. Supplement with hand operations in locations that are inaccessible to the Contractor’s equipment. All snow and ice shall be removed to bare pavement and shall not leave any windrow. Ensure paved areas are safe for both vehicular and pedestrian traffic. Ensure all parking curbs are visible and all catch basins, storm drains or sewer systems that trap debris from entering drainage pipes are exposed. Repair or replace damaged government facilities, government owned property and equipment caused by Contractor personnel. HOURS OF OPERATION AND HOLIDAYS Hours of operations for DLA DS Anchorage is 0700-1530 Monday through Friday. The Contractor is not required to provide services on the 11 federal holidays observed by the DLA unless approved by the Contracting Officer (KO) or DLA DS Authorized POC. The following holidays are observed: New Year’s Day January 1st Martin Luther King’s Birthday Third Monday in January President’s Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veteran’s Day November 11th Thanksgiving Day Fourth Thursday in November Christmas Day December 25th b. When one of the holidays falls on a Sunday, the following Monday will be observed as the legal holiday. When the legal holiday falls on a Saturday, the preceding Friday is observed as the legal holiday. BASE ACCESS AND SECURITY: The Contractor shall coordinate base installation access for all their employees. The Contractor shall be familiar with and comply with all Base Command policies regarding security considerations for all Contractor employees.
