This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION;
This is NOT a pre-solicitation notice nor solicitation for proposals/quotations. Pursuant to
FAR Part 10 (Market Research), the purpose of this notice is to:
(1) Determine if sources capable of satisfying the agency's requirements exists,
(2) Determine if commercial items suitable to meet the agency's needs are available or
could be modified to meet the agency's requirements, and
(3) Determine the commercial practices of company's engaged in providing the needed
service or supply.
Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based
on the results of this market research.
This notice in no way obligates the U.S. Government to any further action.
REQUIREMENT: This notice is issued by the U.S. Coast Guard, Civil Engineering Unit
(CEU), Oakland, CA to identify sources capable of providing the following:
DREDGING AND SEDIMENT DISPOSAL AT SAN FRANCISCO BAY AREA-THREE
(3) LOCATIONS - FY 2026
In accordance with attached Specifications/Drawings/Permits/Reports/Info for each of three
(3) San Francisco Bay Area dredging locations (All subject to change at the discretion of the
Government). Contractor shall provide all labor, supervision, materials, power, and
equipment necessary to dredge and dispose of sediment for three (3) different US Coast
Guard (USCG) San Francisco Bay Area locations as follows:
1) Sector San Francisco-Yerba Buena Island, CA:
Small boat basin, transition, and pier areas (SF small boat basin). Transport removed
material by scow or tugboat to be permanently disposed of at the Alcatraz Island
Dredged Material Disposal Site (SF-11) or as beneficial reuse at authorized upland
location. All in-water work for this location must be completed during the in-water
work window (IWWW) of June 1 to November 30, 2026 to minimize impacts on
Environmental Safety Act (ESA) protected fish species per BCDC Permit.
2) Station Golden Gate Horseshoe Cove-Sausalito, CA:
Dredge and dispose of up to 6,000 cubic yards (cy) of sediment from the authorized
dredge footprint at U.S. Coast Guard Station Golden Gate, located within Horseshoe
Cove at East Fort Baker, in the City of Sausalito, California. Dredged material shall

be removed using a mechanical dredge and transported by barge to be permanently
disposed of at an appropriate placement site. Suitable dredged material may be placed
at an in-Bay site such as Alcatraz Island Dredged Material Disposal Site (SF-11), at a
permitted beneficial reuse site, or at an appropriate authorized upland location. All
in-water work must be completed during the in-water work window (IWWW) of June
1 to October 31, 2026 to minimize impacts on Environmental Safety Act (ESA)
protected fish species per BCDC Permit No. C1999.004.03, (BCDC Permit) Special
Condition II D.
3) Station Vallejo-Solano County, CA:
Dredge and dispose of approximately 10,386 cubic yards (cy) of sediment from the
authorized dredge footprint at U.S. Coast Guard (USCG) Station Vallejo, located
within Vallejo, California. Dredged material shall be removed using a mechanical
clamshell dredge and transported by barge to be permanently disposed of at an
appropriate placement site. Suitable dredged material may be placed at an in-Bay site
such as Alcatraz Island Dredged Material Disposal Site (SF-9), at a permitted
beneficial reuse site, or at an appropriate authorized upland location. All in-water
work must be completed during the in-water work window (IWWW) of August 1 to
November 30, 2026 to minimize impacts on Environmental Safety Act (ESA)
protected fish species per BCDC Permit
NOTE: For all 3 locations, the contractor is fully expected to mobilize for pre-dredge
hydrographic survey as soon as possible and produce a Dredge Operations Plan (DOP) within
30 days of award (to include the surveys). The contractor shall begin dredging as soon as a
notice to proceed is received following approval of the DOP, while implementing requirements
and best practices identified in the attached permits to minimize impacts to federally listed
species and protected habitat.
PLACE OF PERFORMANCE: Three (3) different USCG station locations as above and in
the Specifications.
DESCRIPTION OF WORK:
The scope and work will include, but is not limited to following work items (Subject to
change at the discretion of the U.S. Government): As contained in three (3) separately
attached Specifications.
ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is all dredge
work to be completed by each locations permitted in-water-work period from project
Contract Award date, if awarded. (Subject to change at the discretion of the U.S.
Government).
