Government Vehicle Operator Evaluations for NCCC Volunteers
PART 1: GENERAL INFORMATION
1.1 STATEMENT OF NEED
The purpose of this Statement of Work (SOW) is to create a method of procuring services to
evaluate driving skills for NCCC volunteers deemed suitable for operating government vehicles
in support of the Corporation for National and Community Service (AmeriCorps) National
Civilian Community Corps.
1.2 BACKGROUND
The Corporation for National and Community Service (AmeriCorps) has tapped the ingenuity
and courage of the American people to meet our toughest challenges. Working with nonprofit
and community organizations, state and local agencies, Tribal nations, and other partners,
AmeriCorps programs improve lives, strengthen communities, and foster civic engagement
through service and volunteering. Each year, AmeriCorps engages Americans of all ages and
backgrounds in sustained, results-driven service at thousands of locations across the country,
meeting a wide range of community needs in education, health, economic opportunity, disaster
services, environmental stewardship, and supporting veterans and military families.
AmeriCorps National Civilian Community Corps (NCCC) is a residential national service program
operated by the Corporation for National and Community Service. The AmeriCorps NCCC
mission is to strengthen communities and develop leaders through team-based national and
community service. The AmeriCorps NCCC mission is accomplished through the engagement of
young people ages 18 to 24 in team-based service on projects in local communities. AmeriCorps
NCCC operates throughout the United States and the US Territories.
1.3 SCOPE
AmeriCorps NCCC sends Volunteers into the field across the United States and its Territories for
the purpose performing service projects. NCCC provides government owned vehicles for
Volunteer use in support of their service work and related transportation. NCCC requires all
Volunteers tasked with operating a government-owned vehicle to attend and pass classroom
sessions, confidence course sessions and road testing. Road testing is performed with
government-owned vehicles, likely to be used by Volunteers, and consists of a prescribed route
that is used to assess and evaluate the operating skills of each Volunteer against a standardized
list of skill aptitudes. This solicitation is to provide government vehicle operator evaluations for
individuals tasked with operation of 15 passenger vans, mini vans, sedans, half ton pickup and
three-quarter ton pickup trucks at the Aurora, CO, NCCC Facility.

1.4 TERM/TYPE OF CONTRACT
The Government intends to award a 12-month, single-award BPA. The Government anticipates
subsequent BPA calls to be placed against this BPA that will be Firm-Fixed-Price.
1.5 PERIOD OF PERFORMANCE
The period of performance for this BPA is one 12- month base period and 4 one-year options.
1.6 QUALITY CONTROL
The Contractor shall develop and maintain an effective quality control program to ensure the
Contractor performs services in accordance with this SOW. The Contractor shall develop and
implement procedures to identify, prevent, and ensure non-recurrence of defective services. The
Contractor’s quality control program is the means by which the Contractor assures that the work
complies with the requirement of the contract. After acceptance of the quality control plan, any
proposed changes to Contractor Quality Control (QC) system shall require Contracting Officer’s
acceptance.
1.7 RECOGNIZED HOLIDAYS
The Contractor is not required to perform services during federal holidays. Federal law (5 U.S.C.
6103) establishes public holidays for federal employees. Please note that most federal employees
work on a Monday through Friday schedule. For these employees, when a holiday falls on a non-
workday – Saturday or Sunday – the holiday usually is observed on Monday (if the holiday falls
on Sunday) or Friday (if the holiday falls on Saturday). Direct billing/invoicing shall not be
allowed for any Federal Government Holidays. Federal holidays are listed at the Office of
Personnel and Management at https://www.opm.gov/policy-data-oversight/pay-leave/federal-
holidays.
1.8 HOURS OF OPERATION
The Contractor is responsible for conducting business, between the hours of 8:00 am and 6:00
pm (Mountain time zone) Monday thru Friday except Federal holidays or when the Government
has closed its facilities due to local or national emergencies, administrative closings, or similar
Government directed facility closings. The Contractor must always maintain an adequate
workforce for the uninterrupted performance of all tasks defined within this SOW when the
Government facility is operating. When hiring personnel, the Contractor shall keep in mind that
stability and continuity of the workforce are essential. AmeriCorps observes all Federal
Holidays, and the Contractor may not conduct business on such Holidays, unless mutually
agreeable at the standard rate.
1.9 PLACE OF PERFORMANCE
The Contractor shall perform work at the AmeriCorps NCCC Aurora, Colorado Field Office
located at 1500 E Oxford Ave Suite B. Aurora, CO 80014, or other designated testing locations

within the immediate Aurora, CO, area as designated by the Aurora Field Office Director or
Deputy Director for Operations.
1.10 TRAVEL
Travel is not required to perform the work, so no payment of travel expenses will be paid to the
Contractor for routine travel to and from the Agency’s location. If mission needs require travel,
travel must be pre-approved by the COR. All travel will be reimbursed in accordance with the
Federal Travel Regulations (FTR).
