COMBINED SYNOPSIS / SOLICITATION 70Z08026Q14001B00 154’ DURAMAX PROPULSION SHAFT BEARINGS AND ASSOCIATED COMPONENT PURCHASE Commanding Officer USCG Surface Forces Logistics Center (CPD-C&P1-PBPL) 2401 Hawkins Point Road, Bldg. 31 LL Baltimore, MD 21226 REQUEST FOR QUOTES 70Z08026Q14001B00 The USCG SFLC anticipates awarding a five-year (5 Ordering Periods) requirements type contract with Economic Price Adjustment to procure Duramax Marine, LLC propulsion shaft bearing assemblies and associated components in support of the 154’ Waterways Patrol Craft Coast Guard vessels. Duramax Marine, LLC is the OEM and only manufacturer that supplies the propulsion shaft bearing assemblies and associated components listed in this requirement. I. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation. Quotes are being requested and no further written solicitations will be issued. II. This solicitation is being issued as a request for quotes (RFQ). Solicitation number 70Z08026Q14001B00 is assigned to the procurement for tracking purposes only. This requirement will be satisfied using FAR Subpart 12.2, Acquisition of Commercial Products and Commercial Services. III. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular (FAC) 2026-01. IV. Set-aside Status: No Set-aside. North American Industry Classification System (NAICS) Code is 331529 with a small business size standard of 500 employees. Quoters who are identified as a large business will be required to submit a subcontracting plan with their quote. This combined synopsis/solicitation is being issued as restricted. A copy of the executed Justification for Other Than Full and Open Competition is attached to this announcement. V. A list of the contract line-item numbers (CLINS), items, quantities and units of measure to be acquired can be found in ATTACHMENT 1 - SCHEDULE OF SUPPLIES AND PRICES. Unit prices are to include the cost of shipping, free on board (F.O.B.) destination, and the cost of individual preservation, packaging, packing and marking and bar-coding (PP&M) IAW ATTACHMENT 2 – QA, Preservation, Packaging and Marking. All prices on CLINS shall be firm, fixed-price for this one- time purchase. If the quoter considers any additions, deletions or part-number changes of the parts required under this requirement, the contract specialist must be notified in WRITING PRIOR TO THE CLOSING DATE OF THIS SOLICITATION. All items will be shipped F.O.B. Destination as stated in FAR 52.247-34. VI. Description of Requirement: The USCG has determined that there is only one responsible source and no other supplies or services will satisfy agency requirements. The Contractor shall furnish all necessary labor, material, services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to provide the genuine OEM parts outlined in Attachment 1. All items to be individually packaged, marked and shipped F.O.B. destination IAW this solicitation and the attached specification titled, QA, Preservation, Packaging & Marking (Attachment 2). Failure to read the specification in its entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter’s risk. All Quotes submitted in response to this solicitation shall stand firm for 120 calendar days from the response date of this solicitation. Contract Type: This solicitation will result in the USCG SFLC awarding one (1) Contract. Period of Performance: The period of performance of the subsequent contract shall be time of award, until final delivery and payment of contract. Place of Contract Performance: Contractor’s facility Extent of Obligation: The Government is obligated only to the extent of authorized purchases actually made under this contract. Individuals Authorized to Place Orders: The USCG, SFLC, CPD C&P1, Patrol Boat Product Line is the only contracting office authorized to place orders against this Contract. VII. FAR 52.211-8 TIME OF DELIVERY (JUN 1997) (a) The Government requires delivery to be made according to the following schedule: REQUIRED DELIVERY SCHEDULE CLINs Description Estimated Quantity/Unit Within Days After Date of Contract 0001 - 0005 Parts to be provided IAW Attachment 2 – QA, Packaging, Preservation, and Marking As required Within 120 calendar days after contract award Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, may be considered nonresponsive and may be rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when a quoter offers an earlier delivery schedule than required above. Quoter shall fill in the box below with their proposed delivery schedule and submit a copy of this page with their quotation.
