1. General Requirements: The A/E Design shall provide all contract documents necessary to issue a
Construction contract as specified in the Project Description Para. 2. The Final A/E Design shall develop
a comprehensive A/E design to satisfy the requirements specified in this Contract.
1.1. Services Required: TITLE I Design Services required to develop a comprehensive A/E design to
satisfy the requirements specified in this Contract. The completed services shall result in a complete
Issued For Construction (IFC) set of documents to include drawings, specifications, a construction
Statement of Work (SOW), a submittal register, and construction cost estimate. A Design Analysis will be
provided as a deliverable to be included with the design submittals. Document formats shall be required
to meet the Government’s requirements (examples and/or templates will be provided upon award).
1.2. The A/E Design shall provide all contract documents necessary to issue a ‘Construct’ (or ‘Build’)
delivery order as specified in the Project Description.
1.3. The A/E Design shall conform with DoD Building Code (UFC-1-200-01) and all associated criteria;
Unified Facilities Criteria (UFC) and United Facilities Guide Specifications (UFGS) can be found at the
Whole Building Design Guide website at wbdg.org.
1.4. The A/E Design shall include a construction cost estimate. This shall be broken out by Construction
Specifications Institute (CSI) Divisions.
1.5. The A/E Design shall include a complete assessment of the facility, considering current and
projected demands of the facility, and a pre-design information-gathering meeting with Government
stakeholders.
1.6. The Designer shall review as-built records and existing conditions, note discrepancies, and provide
corrections in the design drawings.
1.7. The Designer shall hold a design review meeting with the Government between seven and
fourteen calendar days after each design submittal.
1.8. Review Comments. Following the Government’s review of each design level submittal, the
Contracting Officer shall provide the Contractor with a copy of the review comments. The Contractor is
not responsible for the time used by the Government for reviewing design submittals that may extend
beyond that allotted in the schedule.
1.9. Contractor Response to Review Comments: The Contractor shall respond in writing to each of the
review comments referenced to the applicable documents within ten (10) business days after receipt of
the comments. If the Contractor disagrees with comments, they shall include an explanation of why they

disagree in their response. The Government Project Manager will resolve the issue and provide direction
to the Contractor.
1.10. A project kick-off meeting will be required and be held by the Contractor. The Project Manager,
Facility Manager, Contracting Officer, and Contracting Specialist will be in attendance. The Contractor is
to present their initial schedule and anticipated key submission dates at the kick-off meeting. The
Contractor is to coordinate any project requirements such as base access and submitting dig permit
requirements currently.
1.11. Progress Reports are only to include final approved designs or submittals. Exception: if the
Contractor requests progress on activities for which a deliverable has not been received by the
Government, the Contractor shall submit a full in-progress deliverable and may only receive partial
progress approval as determined suitable by the Government.
1.12. OPSEC: The contractor, including all subcontractors, performing the Design - Repair Electrical
Transformers B820, B830 must possess the appropriate clearance to access any critical information or
activities necessary for the execution of the contract. All building plans, diagrams, blueprints, maps, and
other infrastructure-related materials provided to or generated by the contractor must be returned to 460
CES upon completion of the work. 460 CES is responsible for accounting for all materials and ensuring
their destruction is carried out in accordance with OPSEC (Operations Security) guidelines, as applicable.
2. Project Description: Buildings B820 and B830 were constructed in the early 1970s. B820 is the
power plant that serves the Mission building, B830. The scope of work for this project will be produced in
strict accordance with all applicable Unified Facilities Criteria (UFC), and all applicable National Fire
Protection Agency (NFPA) requirements. Project scope shall include, but not be limited to the following:
The A/E Design shall:
2.1. Thoroughly assess the existing conditions of all eighteen (18) medium-voltage transformers and the
connected electrical system.
2.2. Construction drawings shall include at least one feasible strategy for transformer removal and new
transformer installation, delineating recommended equipment pathways considering the existing
High-Altitude Electromagnetic Pulse (HEMP) shielding. B820 features a 16' x 16' hatch for equipment
access, while B830 provides a 25,000-lb freight elevator. Existing HEMP doors/openings are believed
to be suitable for the movement of equipment in/out of the buildings and no HEMP shield
modifications are anticipated. Confirm structural load capacity of building components along planned
equipment transport routes.
2.3. Transformer replacement shall include new conduit and cabling from the electrical source
disconnecting means upstream of the transformers. Transformer secondaries shall be directly
connected to the existing downstream switchgear buses. Conduit routing plans shall be included in
the design documents.
