EVALUATION INSTRUCTIONS
For Electric Mountain Bicycles
INTRODUCTION
The Government will award a single purchase order to the responsible vendor whose
quote conforms to the requirements set forth in the Statement of Work (SOW) within this
RFQ and provides the lowest evaluated price.
INSTRUCTIONS
CBP will conduct evaluations against vendors who respond to this RFQ for Electronic
Mountain Bicycles. CBP reserves the right to award a purchase order without further
communication and exchange; therefore, each response to this request should contain
the vendor's best pricing, terms, and conditions.
Quotes shall be composed of the items described below (Parts I and II). Please read
and comply with all requirements for submitting a quote. Failure to comply with all
instructions contained within this request for quote could result in the quote being
ineligible for award. It is the vendor’s responsibility to ensure its quote meets all the
requirements identified herein.
Those submitting a quotation under this requirement will be evaluated on a lowest-
priced technically acceptable (LPTA) to the Government basis. The Government will
award a single PO to the responsible vendor whose quote conforms to the requirements
set forth in the Statement of Work (SOW) within this RFQ and provides the lowest
evaluated price.
• PART I: TECHNICAL CAPABILITIES
Provide your company’s technical capability to provide the requested equipment.
The technical capability portion of the submitted quote should include a
specifications sheet of the requested equipment, address warranty information
and delivery requirements, and address each physical specification and
performance capability listed on the attached SOW. Technical capability will be
evaluated as a pass/fail. A failure to address any of the SOW requirements may
result in a disqualification and the quote eliminated from further evaluation.
• PART II: GSA FSS CATALOG AND PRICING (IF APPLICABLE)
Vendors with a GSA/FSS vehicle contract shall provide contract number, a copy
of all GSA schedule catalogs and price lists for the proposed Catalog Holder and
all teaming partners. Indicate those Special Item Numbers applicable to this
requirement. Also, provide volume pricing discounts given from the GSA pricing
for this order. For the LPTA evaluation, lowest price will be determined by
multiplying the number of units (2) times the corresponding unit price to obtain
the lowest total evaluated price.
