Purpose The Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs is seeking an industry partner or partners to provide engineering and support services for both the Physical Security Division (PSD) and Defensive Equipment and Armored Vehicles (DEAV). Services include: • Automotive Testing o Conduct Automotive Performance Testing on Armored Vehicles to evaluate performance and reliability. o Conduct Research, Testing and Characterization of Advanced Driver Assistance Systems (ADAS) to evaluate performance on armored vehicles. o Perform Runflat Testing for Armored Vehicles to evaluate runflat performance of selected systems. • Cybersecurity Testing o Conduct Research and Testing on Automotive Electronics to identify cybersecurity risks and mitigation strategies. • Ballistic and Material Testing o Conduct Research and Development on armor materials and armored vehicles to evaluate protection capability against designated ballistic threats. o Conduct Forced Entry and Ballistic Resistance Testing on components, systems, and construction commodities to evaluate protection levels. o Perform Material Characterization and Evaluation services on building materials in the form of mechanical, impact, and accelerated life testing. • Anti-Ram Engineering and Test o Conduct Anti-Ram Engineering and Design to -- 1 of 19 -- RFP # 19AQMM26R0034 AMD 001 2 of 19 improve current or develop new barrier systems. o Conduct Anti-Ram Testing Services to evaluate anti- ram perimeter barrier systems. • Blast and Security Engineering and Test o Perform Blast Mitigation Design to improve current or develop new blast mitigation systems. o Perform Blast Testing Services to ensure designs meet designated specifications. o Provide General Physical Security Consulting Services in the form of Subject Matter Expertise and other support services as needed. 2. Introduction The Bureau of Diplomatic Security (DS) provides security for U.S. personnel overseas and foreign dignitaries visiting the U.S. The Physical Security Division, Office of Physical Security Programs (PSP), Countermeasures Directorate, Bureau of Diplomatic Security (DS), is responsible for developing and implementing physical security policies, standards, and programs to protect U.S. diplomatic facilities and personnel worldwide. The Defensive Equipment and Armored Vehicle Division (DEAV) of the Office of Physical Security programs purchases armored sedans, SUVs, and vans for both the Department of State (the Department), other federal agencies and departments. Both offices have significant need for Research, Development, Testing, and Evaluation (RDTE) efforts to constantly improve the protection capabilities of both armored vehicles and hardened structures. 3. Objective The intent of this effort to issue an Indefinite delivery, indefinite quantity (IDIQ) type Contract which allows for an indefinite quantity of services to perform the necessary RDTE tasks to maintain the Department of State’s security and protection capabilities. 4. Organizational Background As the law enforcement and security arm of the U.S. Department of State, DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. DS is the most widely represented U.S. law enforcement and security organization in the world and protects people, property, and information at 275 State Department posts around the globe. Every U.S. -- 2 of 19 -- RFP # 19AQMM26R0034 AMD 001 3 of 19 diplomatic mission in the world operates under a security program designed and maintained by Diplomatic Security. To achieve its mission, DS is a leader in detecting and mitigating terrorist threats to U.S. lives and facilities, mounting international investigations, and developing innovations in security training, cyber security, and physical security engineering. The DS Countermeasures Directorate (DS/C) manages the development and implementation of all physical and technical countermeasure security standards and policies that apply to U.S. Department of State facilities domestically and overseas; securely transports classified diplomatic materials across international borders; and provides defensive equipment to protect the lives of U.S. government personnel, classified information, and property. The Office of Physical Security Programs (PSP) directs the development of Overseas Security Policy Board (OSPB) security standards and Department policies and procedures associated with the physical security, construction security, transit security, secure procurement, defensive equipment, and armored vehicle programs at U.S. missions. PSP provides oversight into the implementation of these programs abroad to ensure compliance with the OSPB standards. PSD manages the Department's forced entry and ballistic resistance, blast mitigation, perimeter protection, and special projects programs. PSD represents the Department to international and U.S. Government interagency committees involved in developing uniform security standards for physical security testing and modeling, material characterizations, and construction codes. DEAV manages the Department's domestic and overseas special protective equipment (SPE) and AV program. DEAV represents the Department to international and U.S. Government interagency committees involved in developing uniform security standards for defensive equipment and armored vehicles. 5. Scope The scope of this requirement encompasses: engineering and support services for the Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs. This includes services for Defensive Equipment and Armored Vehicle Division and Physical Security -- 3 of 19 -- RFP # 19AQMM26R0034 AMD 001
