STATEMENT OF WORK (SOW) Title Enterprise Financial and Market Intelligence Platform for Public and Private Company Analysis Requesting Office CHIPS Program Office (CPO) 1. General Statement of Need The CHIPS Program Office (CPO) requires access to a comprehensive financial and market intelligence platform that provides current and historical financial, operational, ownership, industry, and market data for both public and private companies. The platform will support the evaluation of grant and loan applicants, portfolio monitoring activities, compliance reviews, risk assessments, due diligence efforts, and industry analysis associated with programs authorized under the CHIPS and Science Act. The selected solution shall provide an integrated environment for accessing, analyzing, modeling, and reporting on company financial information and industry data relevant to the semiconductor ecosystem and related supply chains, and provide reporting downloads and exports into Microsoft excel. 2. Objective The objective of this requirement is to obtain subscription-based access to a commercial financial intelligence platform that enables CPO personnel to: Conduct financial due diligence on funding applicants. Evaluate business viability, financial performance, and creditworthiness. Assess ownership structures and corporate relationships. Analyze private and public companies operating within semiconductor-related industries. Monitor market developments, industry trends, and competitive dynamics. Perform supply chain and ecosystem analysis. Support compliance, risk management, investment review, and portfolio management activities. Produce analytical reports, financial models, and executive briefings. 3. Scope of Work The Contractor shall provide access to a comprehensive financial and market intelligence platform that includes the following capabilities: 3.1 Financial Data Coverage The platform shall provide: Current and historical financial statements for public companies. Financial information available for private companies. Standardized financial metrics and key performance indicators. Historical financial data suitable for trend analysis. Market data and valuation metrics, including for companies outside of the U.S. Standardized company revenues by geography for consistent company-to-company comparison. Company risk exposure by country. Capital and debt structure information. Commodities Market tracking. Comparison of companies with peers. Credit and risk-related financial indicators. Third-Party Credit Ratings Short and long-term debt/bond information 3.2 Private Company Intelligence The platform shall provide: Private company profiles and firmographic information. Financial information and estimates where available. 3.3 Industry Classification and Market Analysis The platform shall include: A robust, multi-sector industry classification framework that allocates a company proportionally across multiple sectors with revenue dependency at the sector/industry level and enables detailed, precise identification and segmentation of companies within the semiconductor industry and related sectors. Industry classification must cover multiple lines of business on single company basis beyond only the primary line of business. Provides 6 levels of depth for sector/industry classifications. Products/services tied to industries. Standardized revenue percentages/amounts at each industry level with peer comparison. Granular sub-industry classifications.
