Section 2: Requirement & Performance
2.1 General Information
This is a combined synopsis/solicitation for commercial products or commercial services
prepared in accordance with Federal Acquisition Regulation (FAR) part 12, as
supplemented with additional information included in this notice. This announcement
constitutes only solicitation. Offers are being requested and a separate written solicitation
will not be issued.
This solicitation incorporates provisions and clauses by reference (see Attachment 5).

2.2 Requirement Description
The Government requires test and troubleshoot communications BUS to all
controllers and terminal equipment. Communication BUS wiring minor repairs such
as re-terminating controllers and devices is included. Major repairs such as high
bay/ceiling (over 10' in height) wire replacement & device terminations or long runs
(over 25') are not included. Test network and field controllers I/O control and
monitoring points and equipment responses. Work with remote software engineer to
verify points and equipment in graphic utility interface systems included - paint booth

air handler unit's, exhaust fan's, breathing air system, chilled water system, heating
water system, machine shop air handler and terminal units, and office air handler and
variable air volumes. All pumps, valves and actuators. Remote software engineers
operate and monitor automation systems to verify sequence of operation with on-site
technicians.

2.3 Performance & Delivery
a) Period of Performance or Required Delivery Timeline:
a. Performance is required to be completed within 90 days after receipt
of order.

Section 3: Instructions for Offerors – Commercial Products and Commercial
Services
a) Submission of offers. Submit signed and dated offers to the Points of Contact
specified in this solicitation at or before the exact time specified in this
solicitation. As a minimum, offers shall include:
a. The solicitation number;
b. The name, address, telephone number of the Offeror;
c. The Offerors Unique Entity Identifier (UEI) and, if applicable, Electronic
Funds Transfer (EFT) indicator;
d. Information necessary to evaluate the factors contained in Section 4:
Evaluation – Commercial Products and Commercial Services of this
solicitation. The Offerors’ response to this solicitation must be
received by the Points of Contact identified in this solicitation at or
before the exact time specified in this solicitation and must include the
following documents to be considered responsive:

i. Quotation or Proposal that conforms to the requirements listed in
Attachment 1;
ii. Attachment 2: Pricing Worksheet filled out completely;
iii. Attachment 3: Offeror Information & Certification filled out
completely and signed by an authorized representative of the
company who has authority to legally bind the company;
iv. Attachment 4: Conflict of Interest Statement filled out completely
and signed by an authorized representative of the company who
has authority to legally bind the company.
b) All offerors MUST BE REGISTERED in the System for Award Management
(SAM) at https://sam.gov/ at time of submission to be considered responsive and
eligible for award.
c) All offerors must be certified as a SDVOSB in the SBA’s Small Business Search
website at https://search.certifications.sba.gov/ at time of submission to be
considered responsive and eligible for award. It is the offeror’s responsibility to
ensure they are accurately represented and certified.
d) Formal communications. Any formal communication, including questions and
answers, shall be submitted in writing via email to the Points of Contact listed in
this solicitation. It is the offeror’s responsibility to acknowledge receipt of all
formal communications. Answers to all questions shall be posted as an addendum
to the solicitation on SAM.
e) Period of acceptance of offers. The Offeror agrees to hold the prices in its offer
firm for 90 calendar days from the date specified for receipt of offers, unless
another time period is specified in an addendum to the solicitation.
f) Late submissions, modifications, revisions, and withdrawal of offers.
a. Offerors are responsible for submitting offers and any modifications or
revisions to the Government office designated in the solicitation by the
time specified in the solicitation.
b. Any offer, modification, or revision received after the time specified for
receipt of offers is “late” and will not be considered unless it is received
before award is made and the Contracting Officer determines that
accepting the late offer would not unduly delay the acquisition…
