STATEMENT OF WORK (SOW) Travis Dormitory Camera General Information 14 August 2026 1. Description of Services/Introduction: The Contractor will remove and dispose of (413) existing surveillance cameras, associated camera surveillance system equipment and associated non- serviceable cabling over 18 buildings (1304, 1305, 1308, 1309, 1314, 1315, 1316, 1317, 1331, 1332, 1334, 1350, 1351, 1352, 1353, 1354, 1355 and 1356), and install a new NDAA/TAA compliant IP-based camera surveillance system and all associated equipment and peripherals for the previously mentioned buildings; a preferred brand is not required. This will require additional (213) new surveillance cameras, (57) Exterior mounted and oriented cameras, and new cabling and conduits. Review Technical Exhibit 2 for current equipment listing of what is currently installed at the Travis Air Force Base Dormitory Campus. All associated non-compliant items on equipment listing will be removed and replaced to meet compliance, as well as specifications stated in section 4. 2. Scope: • Professional Support Services • Project Management • Planning (survey, network design) • Equipment installation and set-up (staging, programming, testing) 3. GENERAL: Provide services for a full removal, disposal, and upgrade of the Travis Air Force Base (AFB) Dormitory camera surveillance system due to current system non-compliance with Section 889 of the John S. McCain National Defense Authorization Act of 2019 (NDAA), Prohibition on “Covered Telecommunications Equipment or Services” as defined at 48 C.F.R. par. 52.204-25(a). 3.1. The contractor shall provide all personnel, equipment, supplies, facilities, storage, transportation, tools, material, supervision, and other items and non-personnel service necessary to complete this project. 3.2. The Contractor shall install new compliant cameras sufficient to cover all areas listed in Exhibit 1. In addition, the Contractor will construct, provide, and install all support infrastructures by using CAT 6A cabling and including power/electrical outlets necessary to the successful installation and operation of the surveillance monitoring and recording equipment. A preferred cabling vendor is not required. 3.3. Review Technical Exhibit 1 for dormitory layout, current camera position layout and tentatively proposed camera installment locations. The Contractor may recommend different camera positioning based upon new camera capabilities to ensure the best coverage for the dormitories and surrounding campus. -- 1 of 25 -- 3.4. The Contractor shall configure and adjust Field of Views (FOVs) for all cameras and shall provide three (3) separate Viewing Stations (requirements specified under section 3.5) and three (3) necessary software to allow for optimal viewing/surveillance of the dormitory campus. The software must be accessible from the main Dormitory Management Office (building 1348), the 60 CES Information Technology (IT) Office (building 899) and the 60 CS Network Control Center (building 243). 3.5. The three (3) viewing stations will be located at the following areas:  Building 1348, Main Dormitory Management Office  Building 899, 60 CES Information Technology (IT) Office  Building 243, 60 CS Network Control Center There will be two (2) 55-inch monitors attached to swivel monitor mounts for Building 1348, Main Dormitory Management Office, one (1) 55-inch monitor attached to swivel monitor mounts for Building 899, 60 CES Information Technology (IT) Office, and one (1) 55-inch monitor attached to swivel monitor mounts for Building 243, 60 CS Network Control Center Specifications must be in compliance with NDAA (same as all other equipment). 55-inch flat panel monitors to support viewing stations rooms. Display type: LED or LED-backlit LCD flat panel, Resolution: Minimum 3840 X 2160 (4K Ultra HD), Aspect ratio 16:9 widescreen, Refresh rate: minimum 60 Hz. Brightness: minimum 350 nits, viewing angle: minimum 178 degrees horizontal and vertical, contrast ratio minimum 1200:1 or manufacturer equivalent, inputs: minimum 2 HDMI ports and 1 Display port or USB input, mounting capability, standard 110-120V AC, Energy STAR rated or equivalent efficiency standard. 3.6. The 60th Communications Squadron (CS) will need to review and approve all proposed equipment to be utilized in the project prior to purchase to ensure it meets Air Force compliance standards. 3.7. The Contractor shall properly remove and deliver of all previous and inoperable camera components, or other related systems and accessories to either the Defense Reutilization and Marketing Office (DRMO) or DLA Disposition services facility located at the following addresses: DRMO 291 Hickam Ave, Travis AFB, CA, 94535 (707) 424-0788 DLA Disposition Services Facility 25600 S. Chrisman Rd. Bldg 22 Tracy, CA 95304 3.8. All equipment that shall be turned into DLA will be packaged, sealed, on pallets, tied, and shrink wrapped prior to delivery. Each pallet will have a DD Form 1348- 1A (provided by Dorm Management) attached prior to delivery, to serve as a receipt of delivery to DLA. There will be no loading dock on the dormitory campus, and it is the contractor’s responsibility to load each pallet. -- 2 of 25 -- 3.9. The Contractor shall be responsible for removing all packaging material, trash, and debris caused as a result of the installation. 3.10. Upon completion of project, the Contractor shall provide system training to the Dormitory Management Staff, the 60 CES ITEC personnel and the 60 CS. Upon completion of training, trained personnel shall, at a minimum, be able to demonstrate their ability to operate as required without Contractor’s assistance.
