Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. The Request for Quote (RFQ) number is N66604-26-Q-0310. This requirement is being solicited as a 100% Small Business Set Aside as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code is 332710 – Machine Shops. The Small Business Size Standard is 500 employees. The Product Service Code is 5340 – Hardware, Commercial. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price (FFP) basis eight (8) Transition Bases in accordance with Government drawing(s) supplied upon request via instructions below. For the purposes of quoting this opportunity, the Contract Line-Item Number (CLIN) structure is identified below: CLIN 0001, Quantity 8, Base, Transition, P/N 06793505, in accordance with (IAW) Government drawing 06793505_Rev_D MOD_01 CLIN 0002, Quantity 1, Contract Data Requirements Lists (CDRLs) Not Separately Priced (NSP) Required deliveries made under this contract shall be FOB destination NUWCDIVNPT Newport, RI and any shipping costs shall be included in unit pricing. This requirement contains drawings that are designated Distribution D and export controlled. To access the Government documents, the Offeror must possess a valid Joint Certification Program (JCP) certification. In order to obtain access to the drawings, a valid DD 2345 form must be provided to the Request for Quote Point of Contact and the requests for the drawings shall come from the JCP Custodian; drawings will not be provided to other points of contact. In accordance with DFARS supplement rule 2019-D041 (Assessing Contractor Implementation of Cybersecurity Requirements), only offerors with a summary level score of a National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 DoD Assessment, of not more than three (3) years old from the date of this combined synopsis and solicitation, posted in the Supplier Performance Risk System (SPRS) will be eligible to receive a copy of the drawings. Additionally, Cybersecurity Maturity Model Certification (CMMC) Level 2 (SELF) is applicable to this purchase. Offeror shall provide, in its offer, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract resulting from this RFQ. Only offerors with a CMMC Level 2 (SELF) assessment or higher posted in SPRS will be eligible to receive a copy of the drawings. Award will be made to the Lowest Price Technically Acceptable offeror. To be considered technically acceptable, quote packages must include: 1. Quote the required items in the required quantity detailed above; 2. Indication of best delivery lead time. Desired delivery date is on or before 31 December 2026. 3. Technical Capability -- 1 of 3 -- The contractor shall submit its planned technical approach to meet the requirements IAW with Government supplied drawings. At minimum, the contractor’s plan shall address the following: a) The contractor shall identify its equipment to be used for the manufacture and inspection of material. b) The contractor shall identify major process steps to be followed for the manufacture of material. c) The offeror shall submit a report of its recent, relevant similar performances, not to exceed three contractual references and two pages. References shall contain point of contact. If the Offeror does not have any recent and relevant past performance references available, the Offeror shall submit a statement indicating as such. Additionally, the Government will consider past performance information within the Supplier Performance Risk System (SPRS) whereby any negative information may render a quote deemed technically unacceptable.
