Description of Requirements & Logistics This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The Federal Bureau of Prisons (BOP), Federal Correctional Complex (FCC) Yazoo City, Mississippi, intends to secure a Firm-Fixed-Price (FFP) contract for the delivery of food service subsistence, dry goods, frozen meats, poultry, and special dietary/religious menu items. All deliverables must strictly meet national Bureau of Prisons specifications. FOB Destination Delivery Address: FCC Yazoo City Food Service Warehouse 2225 Haley Barbour Pkwy Yazoo City, MS 39194 -- 1 of 3 -- Strict Institution Delivery Hours: All deliveries must be made between the hours of 7:30 AM and 2:30 PM CST, Monday through Friday. Deliveries will not be accepted on weekends or Federal Holidays. All shipments must be coordinated with the institution's warehouse manager at least 48 hours prior to transit arrival to secure an intake slot. Deliveries must be completed in full on or before the strict seasonal cut-off date of October 19, 2026. 3. Evaluation and Award Criteria The government intends to award a firm-fixed-price purchase order on a single or multiple line- item basis to the responsive and responsible offeror(s) whose quote conforms to this combined synopsis/solicitation and represents the Lowest Price Technically Acceptable (LPTA) alternative. The following distinct factors will be weighed during evaluation: • Technical Acceptability: Quotes will be reviewed to verify that proposed items meet the precise brand name, case weight, volume, processing, and packaging descriptions requested in the underlying food specifications. Non-conforming products or substitutions without prior authorization are subject to technical rejection. • Price: Proposed line-item pricing must remain firm throughout the performance period. Extended totals and unit prices must be logically balanced and accurate. • Past Performance: The Government will evaluate the offeror's history of delivery reliability, quality control, and execution performance on recent contracts of a similar scope, size, and complexity. This review relies on references, internal institutional history, and data gathered through the Contractor Performance Assessment Reporting System (CPARS). In accordance with FAR 15.305(a)(2)(iv), an offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a Neutral rating. 4. Quote Submission & Strict Excel Spreadsheet Instructions To be considered for an award, all prospective vendors must submit comprehensive quotes that fully satisfy the metadata framework detailed in Section 1. Offerors must strictly adhere to the following procedural criteria: • Instruction Compliance: Please adhere to the Terms and Conditions included as well as the instructions listed on the Excel Spreadsheets. Please read all instructions listed on line items. Failure to do so could result in the bid being noncompliant and rejected. • Rejection Policy: In accordance with FAR 14.404-2 Rejection of individual bids, all bids should be completed on the Excel spreadsheets provided with no alterations to the line items or the Excel spreadsheet layout. • Data Entry Restrictions: Only information explicitly requested should be added to the spreadsheet, placed either directly next to the item descriptions or next to the total price fields. -- 2 of 3 -- • Submission Routing: Email all completed spreadsheets and remit exclusively to c3tate@bop.gov only.
