1 Boiler Replacement SOW Statement of Work (SOW) Boiler Replacement - FEMA Bothell MERS 200 228th St SW, Bothell, WA 98021 1.0 Background The Bothell Mobile Emergency Response Support (MERS) Detachment is a FEMA entity located in Bothell, Washington, where forty-seven staff members operate out of the Vehicle Storage Administrative Building (VSAB). Established in 1987, the Bothell MERS mission provides emergency communications support to FEMA’s Response Directorate under the Disaster Emergency Communications (DEC) Division. The VSAB is a 24-hour, seven-days-a-week operational facility funded through DEC Operations Support (OS) resources. Reliable heating is required to support continuous operations. The existing boiler system has reached the end of its service life and must be replaced. 2.0 Scope of Work The Contractor shall provide all labor, materials, equipment, tools, supervision, and any other items necessary to complete the boiler replacement in accordance with this Statement of Work and all applicable federal, state, and local codes and regulations. All work shall be performed to industry standards. The Contractor shall obtain and deliver all required permits and notices prior to starting work. The Contractor shall submit a complete material submittal package for Government approval prior to ordering or installing any materials. Work shall commence within seven (7) calendar days after materials arrive on site. The Contractor shall coordinate all work with the Facility Manager to ensure minimal disruption to FEMA operations. Advance notification is required for any building shutdowns necessary for boiler replacement, including proposed dates and times. The Contractor shall maintain a clean and safe work area at all times. All debris shall be removed from FEMA property and disposed of in accordance with federal, state, and local regulations. Upon completion, the work site shall be left clean and free of all materials, tools, and equipment. The Contractor shall be responsible for any damage to Government or personal property caused by Contractor personnel or equipment. All work shall be completed within thirty (30) calendar days after issuance of the Notice to Proceed. The Contractor shall warranty all work, materials, and installation for one (1) year from the date of installation and system startup. 3.0 Technical Requirements 3.1 Demolition 70FA5026Q00000011 Attachment 01 -- 1 of 4 -- 2 The Contractor shall: ▪ Remove the existing boiler and all associated accessories. ▪ Remove all boiler venting located within the mechanical room as required for installation of the new system. ▪ Protect surrounding equipment and infrastructure during demolition. 3.2 Installation The Contractor shall: ▪ Furnish and install a new 95% high efficiency boiler, maintaining the current system configuration, with a stainless steel ASME-rated heat exchanger. ▪ Deliver and place the new boiler in the mechanical room. ▪ Provide variable speed circulating pump and trap ▪ Reconnect the new boiler to existing mechanical piping, gas piping, electrical systems, and all required system components. ▪ Install new boiler venting within the mechanical room as required, with stainless steel flue pipe. ▪ Provide all ancillary components necessary for a complete and operational system, including electrical wiring, conduit, and condensate drain piping. 3.3 Startup and Commissioning The Contractor shall: ▪ Perform system startup and commissioning in accordance with manufacturer requirements and industry standards. ▪ Verify proper operation of all safety controls, gas connections, venting, and circulation systems. ▪ Provide a commissioning report to the Government. 4.0 Hazardous Conditions If the Contractor encounters conditions that prevent performance of the specified work, the Contracting Officer shall be notified immediately. A confined-space permit must be obtained before entering any confined space. 5.0 Government-Furnished Property and Services The Government will provide reasonable utilities and workspace required to perform the work. No covered or secure storage areas are available. The Contractor shall provide all equipment and storage media necessary to perform tasks. 5.1 Toilet Facilities Contractor personnel may use existing toilet facilities in the immediate work area and must maintain cleanliness at all times. 70FA5026Q00000011 Attachment 01 -- 2 of 4 -- 3 5.2 Telephone Government telephones may be used only for emergencies or field-related communication. No long-distance calls are authorized. 6.0 Hours of Operation Normal working hours are 6:00 AM to 2:30 PM PST, Monday through Friday, excluding federal holidays. Requests to work outside normal hours must be submitted to the Contracting Officer at least five (5) calendar days in advance. Approval is subject to availability of Government inspection personnel. 7.0 Safety and Health Requirements 7.1 Openings and Excavations All holes, pits, trenches, and similar openings shall be protected with a 48-inch-high, highly visible orange mesh fence, securely anchored and located at least three feet from the opening. When not in use, openings shall be covered with 3⁄4-inch plywood or metal grating. 7.2 OSHA Compliance All work shall comply with OSHA requirements in 29 CFR 1910 and 29 CFR 1926, as well as applicable national standards and FEMA safety instructions. 7.3 State Requirements Contractors operating in Washington State must maintain an approved company safety policy and Accident Prevention Plan in accordance with state Workers’ Compensation laws. 7.4 Welding, Cutting, and Brazing Any hot-work activity requires approval from the Facility Manager at least 24 hours in advance. 7.5 Confined Space All required permits and approvals must be obtained prior to entering a confined space. 8.0 Waste Disposal All waste, excess, scrap, and salvage materials generated by this project become the property of the Contractor unless otherwise specified.
