1. BACKGROUND
The Institute for Telecommunication Sciences (ITS) provides research and development support
for the National Telecommunications and Information Administration (NTIA) by performing
basic research in radio science that provides the technical foundation for NTIA's policy
development and spectrum management activities, as well as solving telecommunications
challenges for other Federal agencies, state and local Governments, private corporations and
associations, and international organizations. Additionally, ITS addresses emerging
telecommunications, information technology, and security challenges and contributes to the
creation of telecommunications standards that support the full and fair competitiveness of the
U.S. communications and information technology business sectors.
2. OBJECTIVE
ITS, as custodians of the Table Mountain Field Site and Radio Quiet Zone, requires that 1700
acers of barbed wire fence be replaced with chain link on Table Mountain.
3. REQUIREMENTS
ITS requires that 1700 acers of barbed wire fence be replaced with 7-foot + I-foot chain link
fence. The fence is located on the property line of Table Mountain. All operations and products
must adhere to the CDOT regulation m-607-2 Chain Link Fence and gates, attached hereto at
Attachment A.
Contractor shall provide the following:
3.1. Services and Deliverable
• Remove barbed wire fence
• Replace with 7 foot + 1 foot chain link fence.
• Fence posts are to be inserted to a depth of 38-inches line post and 44-
inches terminal post, 12-inch DIA in a concrete footer. Fence posts installed
are to be a minimum of 84-inches high and covered with chain link 2-inch
mesh No. 9 gage galvanized on fence posts. 12-inch 3-wire barbed wire on top
offence.
• Replace the West gate 16-foot cantilever gate.
• Replace North gate 28-foot cantilever gate.
• Install 2 4-foot walk through gates.
• Installation of 12-inch W x 15-inch H No Trespassing Government signs
along the fence. To be provided by NTIA/ITS
3.2. Mobilization and site preparation
• Clearing and grubbing of vegetation, debris and existing deteriorated fencing

along the alignment of the proposed fence will commence following
establishment and staking of the new fence line.
• The existing fence will be left in place where it does not interfere with the
installation of the new fence.
• Where required, trees and existing fence posts along the Site boundary will
be cut off at ground level. Ground undulations along the fence line will be
corrected to obtain a uniform gradient between fence posts.
• Debris, if any, and old fencing removed from the fence alignment will be
removed from site by the contractor.
3.3. Fence Installation
• Upon completion of clearing and grubbing operations, line posts, corner
posts and gate posts will be installed with the following specifications.
• 2 7/8" diameter terminal post with 12" post footing diameter and 44"
post footing depth.
• 2 3/8" diameter line post 12" post footing diameter and 38" post footing
depth. Line post spacing 120".
• Top offence 1 5/8" diameter top rail.
• Fence braced with 1 5/8" diameter middle brace and truss.
• 3 strands ofbarbed wires with extended terminal post placed at 45
degrees to keep outsider out.
3.4. Government Signage
• Warning signs must be conspicuously placed along the fence and on each
gate at intervals so that at least one sign is recognizable at night from a
distance of 30m (100 ft.) from any way that could reasonably be used to
approach the enclosure.
• Government provided NO TRESPASSING signs will be placed not more
than 40 feet apart along the fence line, at each corner of the property line,
and on gates.
