SUBJECT: QUESTIONS FROM VENDOR / ANSWERS TO QUESTIONS
WALLA WALLA FIRE DAMPERS
Journeyman’s License Question:
Question: I have a question regarding the Journeyman license requirement. We have completed more than 20 fire damper inspection projects for VA facilities, and this is the first time we have encountered this certification requirement.Could you please clarify this requirement and provide additional details regarding the specific license being requested? If possible, could you also provide the licensing agency or governing authority so that we can research the requirement further?
Answer: The contractor is required to have a journeyman licensed heating, ventilation, and air conditioning (HVAC) technician to perform the tasks listed in this scope of work.
Cost Question / Site Visit:
Question: Can you please advise on the expected dollar amount and duration for this project? And the date of the site visit?
Answer: It is up to the vendor to evaluate the Statement of Work and create a bid/offer for this project. The contracting officer will not provide this information to any vendor. Also, there is no site visit. Please review the statement of work for pictures and scope of project.
Period of performance Question:
Question: Can you please provide the POP?
Answer: The estimated period of performance is 7/15/2026 – 11/15/2026. The COR, however, would like the Job completed within 60 days of award, so we are looking for 7/15/2026 – 9/15/2026 for 100% job completion, but things happen and parts don’t come in on time so I added some time to the Period of Performance (POP) Just in case parts are hard to acquire. There are no option years, and this will only be a firm fixed price contract for an estimated 5 months. There Is no site visit. Once the notice to proceed (NTP) has been given, the contractor has 60 calendar days to provide all deliverables and submittals required by this scope of work.
Normal Work Hours are defined as Monday through Friday from 8 a.m. to 4:30 p.m., excluding federal holidays or as otherwise arranged with the COR. The COR will communicate with the Contractor if work, inspection, testing, repair, etc. is able to be scheduled out of normal work hours. The holidays observed by the Federal Government are New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Also, any other day declared by the President of the United States to be a national holiday.
