STATEMENT OF WORK (SOW) PROJECT TITLE: Resolve Damper Deficiencies LOCATION: Walla Walla VAMC as of 04/16/2026 This document contains Controlled Unclassified Information (CUI) for Critical Infrastructure (CUI/CRIT) Background The Walla Walla VA has six dampers that were reported as failing compliance inspections by the inspecting agency. To prevent further compliance findings the facility is seeking services to resolve the inspection findings. This scope of work aims to address the requirements and deliverables needed to have passing inspections in the future. Performance Criteria 1. Place of Performance All work is to be performed at the following location: Walla Walla VA Medical Center, 77 Wainwright Dr, Walla Walla, WA 99362 2. Period of Performance Once the notice to proceed (NTP) has been given, the contractor has 60 calendar days to provide all deliverables and submittals required by this scope of work. 3. Qualified Professions The contractor is required to have a journeyman licensed heating, ventilation, and air conditioning (HVAC) technician to perform the tasks listed in this scope of work. Coordination Requirements The contractor shall check in with the Contracting Officer Representative (COR) prior to any work being performed at the place of performance. If there are any unknown site conditions found requiring additional work outside of the scope of work, the contractor must notify the COR immediately regarding the changed conditions. The COR will then respond within 2 business days with a proposed path forward. Work Hours Normal Work Hours are defined as Monday through Friday from 8 a.m. to 4:30 p.m., excluding federal holidays or as otherwise arranged with the COR. The holidays observed by the Federal Government are New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Also, any other day declared by the President of the United States to be a national holiday. Security Requirements The contractors are required to obtain security badges from the VA police to visibly show to any VA staff or patients attending the facility. Deliverables/Tasks 1. Pre-Installation Submittals The contractors shall provide and furnish the following submittals within 3 business days of contract award: A. Installation Schedule B. Installation Plan and Hot Work Plan C. Personnel and licensure for Journeyman HVAC Technicians D. Product Cut Sheets 2. Safety Requirements and Hot Work Permits For the required hot work plan the contractor shall use the attached hot work permit as the basis for the plan. A permit will be needed for every day when the contractor is doing hot work. During each week of the work being performed there will be a scheduled safety walk that is performed with the facility safety team and stakeholders. Otherwise, the contractor shall follow all applicable OSHA safety requirements. 3. ICRA Coordination Upon receiving the installation plan and the hot work plan, the COR will coordinate with station safety stakeholders to finalize and produce a complete ICRA permit. Upon receiving the installation plan the COR has 10 business days to provide this permit to the contractor. The COR then has 5 business days to approve the plan as noted or with recommended revisions. A blank ICRA document is in the attachments for biddability purposes. 4. Access Hatch Installation The contractors shall provide and furnish all materials and labor needed to install access hatches for five dampers. The contractor shall install 12” x 12” access hatches where ducting size allows, if 12” x 12” are too large the contractor shall install 6” x 6” access hatches. Installation of access hatches smaller than 6” x 6” will need written approval from the COR during the approval of the installation plan. These five dampers are shown in the attachments section for bidding purposes. 5. Damper Re-Installation The contractor shall re-install one existing gravity damper. This damper is currently installed upside down and will not function properly in the event of a fire. This damper is shown in the attachment section for bidding purposes. Testing Damper Access and Functionality The contractor shall show the COR that an inspector can access the five dampers that had access hatches installed. For the damper that was re-installed, the contractor shall test the functionality of the damper with the COR present to show that it was installed properly. Closeout Submittals The contractor shall provide the following submittals 7 business days before the end of the period of performance: 1. Operation and Maintenance Manuals 2. Certified Payroll 3.
