ATTACHMENT 1 Firearms Mounted Sighting Systems Statement of Work (SOW) 70B06C26R00000072 February 2026 -- 1 of 44 -- 1. BACKGROUND 1.1. This requirement is for the procurement of firearms mounted sighting systems in support of the mission of officers and agents within U.S. Customs and Border Protection (CBP), as well as other agencies both within and outside of the Department of Homeland Security (DHS). 1.2. Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. This contract will be awarded and administered by U.S. Customs and Border Protection (CBP). The intent of CBP is to contract for Firearms Mounted Sighting Systems. This statement of work delineates the required performance and technical specifications. 2.2. Vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping, and handling (FOB destination), and invoicing/payment support. 2.3. Vendor shall provide manufacturer’s technical specifications for items required for submission. Specifications shall address all technical requirements listed within this document. 3. APPLICABLE DOCUMENTS: None -- 2 of 44 -- 4. TECHNICAL REQUIREMENTS 4.1. General Requirements 4.1.1. All items specified in sections 4.3, 4.4, 4.5, and items specified in sub- sections 4.6.6, 4.6.7, 4.6.8, 4.6.9, 4.6.10 and 4.6.11 must be permanently marked with individual and legible serial numbers which are visible to the user when the item is mounted on a firearm. CBP defines the serial number as the unique alphanumeric identifier assigned to each product. This identifier includes any adjacent location code or additional characters that are not distinctly separated from the main sequence of the identifier. 4.1.2. Each item with a serial number must be packaged in a box that clearly displays the item's make, model, serial number, and barcode associated with that serial number on the outside of the box. These details must remain visible when the boxes are stacked. 4.1.2.1. Each serial number and associated barcode displayed on the box, as well as each serial number and associated barcode on any inventory sheet, must be identical to the serial number permanently marked on the serialized item, including all numerical and alphanumerical characters. 4.1.3. The vendor shall not make any alterations or substitutions without prior notification, and written approval by the COR. 4.2. Back-Up Iron Sights (BUIS) 4.2.1. Flip-Up Rear Iron Sights: This flip-up rear sight shall be designed to be affixed to standard CBP duty flat top M4 receivers with 1913 Picatinny rails. The sight shall be affixed to the rail via clamp and cross bolt, requiring a tool for installation and removal. The sight shall be equipped with a minimum of two apertures, a large aperture with an I.D. between .180” and .205” and a small aperture with an I.D. between .065” and .075”. The sight shall allow a no-tool change of apertures by the user. The sight shall be equipped with a windage adjustment feature. The windage adjustment shall require the use of a tool. Each adjustment of the windage shall provide audible and tactile feedback. Each adjustment shall be secure and provide 0.5 MOA. The height of the center of the apertures shall be 1.40” from the top of the Picatinny rail when in the flipped-up position. The height of the sight body shall be no more than .60” higher than the top of the Picatinny rail when in the flipped-down position. The sight shall be able to be flipped up by only swiveling the body of the sight upwards to a locked position. The sight shall remain in the locked position until a de-locking mechanism is pressed by the user. The body of the sight shall be made of hardened T6 aluminum. The remaining components may be constructed of hardened T6 aluminum or -- 3 of 44 -- stainless steel. Sight shall be black anodized. Performance shall be equal to or better than Troy Rear Folding Battle Sight with Dual Aperture BLK, Item # SSIG-DOA-RFBT-00. 4.2.2.
