1. Background:
Building 101 handles the main flow of raw sanitary sewage from the main installation and pumps it out to the Fort Detrick off site Wastewater Treatment Plant. With out using chemicals to break up the coagulation of solid waste the station has become inundated with solid materials historically. Thus, the pumps fail and are unable to pump the sewage upstream to the WWTP “Wastewater Treatment Plant” This has caused hazardous material spill over and contamination of the area surrounding the pump station.
Objectives:
Provide the ordering and supply of chemicals to Fort Detrick, Building 101 for treatment of Building 101 Pump Station raw sanitary sewage in an expedient, stabilized, steadfast fashion ensuring chemicals are always in supply and available to carry out the daily missions of the Pump Station.
1.2 Description of Services/Introduction:
The contractor will provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform supply of Pit Raider product equivalent or better as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor will perform to the standards in this contract.
Deliverables Schedule
1.3.6 Delivery Schedule: Deliveries (every month) will be made to Building 101, Fort Detrick as specified in this PWS. Quantities and deliveries will vary. Minimum anticipated deliveries and quantities are specified in the above technical exhibit. Maximum deliveries and quantities could be up to 10% more than what is specified in this technical exhibit. All quantities and deliveries shown will and can vary by + or – 10% per the government’s needs at any given time throughout the Period of Performance of this contract.
1.4 Period of Performance:
The Period of performance shall be for one (1) Base Year and Four 12-month Option Years. The period of performance dates will be determined at the time of award.
1.5 General Information
1.5.1 Quality Control Plan (QCP):
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in “Performance Requirements Summary”. The QCP shall be submitted with the proposal. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. QC plan will be delivered fourteen days after notice to proceed per awarded contract base year.
1.5.2 Quality Assurance:
The government shall evaluate the contractor’s p performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.4 Hours of Operation/Place of Performance:
The contractor is responsible for conducting supply and services between the hours of 0700-1700 hours Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must always maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
1.5.5 Type of Contract:
The government anticipates award of a Firm Fixed Price Contract
1.6. Security Requirements:
Contractor personnel or any representative of the Contractor entering Fort Detrick shall abide by all security rules and regulations. The Contractor shall carry passes issued by Fort Detrick for all vehicles entering the base, whether company-owned or employees’ private vehicles.
1.6.1. Physical Security:
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.2. Gate Access Requirements:
IAW Army Directive 2014-05 all personnel desiring unescorted access to Fort Detrick will enter the installation through an authorized Access Control Point (ACP) and be vetted using the National Crime Information Center (NCIC) interstate Identification Index (III). The Installation Commander will, in the absence of a waiver deny uncleared contractor, subcontractor and visitors unescorted access to the installation based on the results of the NCIC-III check that contains credible derogatory information.
