This is a non-personal services contract to provide Base Operation and Support Services for the U.S. Army Garrison Fort Stewart (FS) and Hunter Army Airfield (HAAF), GA. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary as defined in this PWS. The Contractor is responsible for providing all parts required for Preventive Maintenance Orders (PMOs) and all repair parts required for Demand Maintenance Orders (DMOs). 1.1 Background. FS/HAAF has contracted the Base Operations and Support Services since July 2001. The contracted effort has changed over the years to meet Division, Garrisons, and Directorate of Public Works (DPW) missions for our customers. The work described in this contract involves a broad range of non-personal base operations and maintenance services in support of DPW headquartered at FS and HAAF, Georgia. FS is located near Hinesville, GA, 41 miles southwest of Savannah, GA and is the home of the 3rd Infantry Division, which is the Army’s Premier Power Projection Platform on the Atlantic Coast. It is the largest, most effective and efficient armor training base east of the Mississippi, covering 280,000 acres including parts of Liberty, Long, Tattnall, Evans, Chatham, and Bryan Counties in Southeast GA. HAAF is located in historic Savannah, GA and is home to Army’s longest runway on the east coast (11,375 feet) and the Truscott Air Deployment Terminal. Together these assets are capable of deploying units such as heavy, armored forces the 3rd Infantry Division or the elite light fighters of the 1st Battalion, 75th Ranger Regiment. 1.2 Objectives. The Contractor shall ensure all work accomplished in the performance of this PWS meets all maintenance and repair standards consistent with the original equipment manufacturer’s recommendations; all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the applicable publications listed in Section 7.0, Related Documents. Historical workload data is incorporated at Technical Exhibit (TE) 02, 2A, 2B and 2C. 1.2.1 The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conforms to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract. Without additional expense to -- 4 of 71 -- the Government, the Contractor shall obtain/ensure subcontractors obtain all licenses, and permits required to perform this work under this contract. The intent is to establish work requirements that are performance-based and results oriented. This approach is intended to allow the Contractor to determine the best and most cost-effective ways to fulfill base operations and maintenance and their component needs, emphasizing innovation and commercial best practices. 1.3 Climatic Conditions. FS/HAAF is located in the humid subtropics with long, hot summers and mild winters. Summer temperatures average 81 degrees in July and winter temperatures average 50 degrees in January.
