GENERAL CONSTRUCTION BLANKET PURCHASE AGREEMENT (BPA)
SW-01. SCOPE: The Contractor shall furnish all labor, equipment, and material for the
construction (including new work, additions, alterations, maintenance, and repairs) of
commercial and institutional buildings and related structures at Fort Drum, New York, in
accordance with the specifications and subject to the terms and conditions of the Agreement and
each subsequent BPA Call.
SW-02. GENERAL: All work shall be done by personnel skilled in the type of work involved.
When new work adjoins, connects, or abuts existing work or facilities, the existing work or
facilities shall be altered as required and the connections made in an approved and professional
manner. All existing work damaged by the Contractor’s operations, other than the material or
facilities to be removed, shall be repaired. or replaced by the Contractor at no additional cost to
the Government. Prior to performance of any work, a preconstruction conference meeting shall
be held at Fort Drum. The Contractor shall have a representative attend who has authority to
make decisions for, and sign documents on behalf of the Contractor. The Contractor shall clean
up all debris and discarded materials resulting from operations at the end of each workday.
Materials shall be disposed of off-post in accordance with applicable local, state, and federal
laws and regulations. In case of conflict among these laws and regulations, the most stringent
law or regulation shall apply. The Contractor shall be responsible for providing a complete and
usable facility. Contractors attending site visits must provide personnel who work for the
company. If sending a subcontractor to site visits, the attendee must be designated by the owner
of the company on a notarized document to sign on their behalf.
SW-03. LOCATION: Fort Drum, NY.
SW-04. PRINCIPAL FEATURES: The Contractor shall be primarily responsible for the
construction (including new work, additions, alterations, maintenance, and repairs) of
commercial and institutional buildings and related structures. The Statement of Work (SOW) for
each Call will include tasks in a variety of areas to include, but not limited to civil, electrical,
mechanical, and structural.
4.1 The Contractor shall provide all necessary resources, management, personnel, materials,
supervision, transportation, supplies, and equipment to repair or construct real property facilities
and structures at Fort Drum. The following types of projects are included in the SOW and may
be executed under this Agreement: new construction work and repair/renovation work up to the
Simplified Acquisition Threshold per project.
4.2 The Contractor's work and responsibility shall include all planning, programming,
administration, and management necessary to provide all repair or construction and related
services, as specified in each Request for Quote. The Contractor shall conduct the work in strict
accordance with the Agreement and subsequent BPA Call and all applicable federal, state, and
local laws, regulations, New York State Building Codes (NYSBC), directives, and installation
policies. The Contractor shall ensure that all work provided meets the drawings and
specifications identified in the Request for Quotes. The intent of these specifications is to furnish
concise commercial standards for maintenance, repair, and minor construction of Government

facilities. In the absence of specific guidance in the technical specifications, the NYSBC (and/or
commercial standards), or Fort Drum standards, as a minimum, shall be utilized. In case of a
conflict among these laws, regulations, and codes, the most stringent law, regulation, or code
shall apply. The Contractor shall provide related services such as preparing and submitting
required reports, performing administrative work, and submitting necessary information, as
specified, under this BPA and within individual BPA Calls.
4.3 The work required by the Agreement includes, but is not limited to, the following areas:
4.3.1. Civil - Topographic surveying, grading and earthwork, surface and subsurface storm
drainage and drainage control structures, storm water management, erosion and sediment control,
clearing and grubbing; paving and surfacing for roads, parking areas, sidewalks, curbs and
gutters, parking layout, pavement markings, traffic control and signage; gates and fencing;
dewatering, landscaping, seeding and sodding, riprap; geotechnical investigations, slope
stabilization, borings, trenching, piles and caissons, foundations, piers, bridges, spill
containment, berms; demolition and repairs to airfield runways, taxiways and aprons.
4.3.2. Electrical - Electrical distribution and network balancing (aerial and underground),
transmission lines, substations, poles (telephone and power), towers, duct-banks, raceways,
conduits, tubing, connectors, wires, cable, cable trays, outlet boxes, cabinets and enclosures,
supports, fiber optics cable and equipment; manholes, concrete pads, insulators, lightning
arrestors, transformers, switches, relays, fuses, grounding, lightning protection, service
entrances, panel boards, circuit breakers, motor control centers; special equipment/systems,
targeting systems, resistance heating, starters, uninterrupted power supplies (UPS), beacons,
frequency converters; traffic control signals and associated overhead/underground wiring and
grounding systems; generators and solar systems; receptacles, lighting fixtures, lamps, ballasts,
equipment connections, special outlets, disconnect switches, splices, terminations; control
systems, security systems, IDS, utilities monitoring and control systems (UMCS), and similar
micro-processor environmental control systems; audio and visual communication systems,
telephone systems, instrumentation systems, and fire detection and alarm systems.
4.3.3. Mechanical - Heating, ventilation, and air-conditioning (HVAC) systems and components,
