FY26 Major Studio Curtain Repair - Fort Myer VA

Performance Work Statement (PWS) For Major Studio in Brucker Hall, Building 400, Fort Myer, VA 22211 PART 1 GENERAL INFORMATION 1. Background: The U.S. Army Band “Pershing’s Own” (TUSAB) utilizes Major Studio in Building 400 to conduct rehearsals, recordings, ceremonies, and other mission-essential events. The facility contains a motorized theatrical curtain system used to position stage draperies and support performance operations. The existing curtain track system has experienced operational degradation due to aging mechanical components, resulting in reduced reliability and increased risk of system failure. Corrective maintenance is required to restore safe and reliable operation of the curtain system. 1.1 Objectives: Restore the operational capability, reliability, and safety of the Major Studio curtain system through replacement of worn mechanical components and associated hardware. 1.2 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, tools, materials, supervision, lifts, mobilization, and non-personal services necessary to repair and restore the theatrical curtain track system located in Major Studio, Building 400, Fort Myer, Virginia. The Contractor shall perform all work in accordance with industry standards and manufacturer requirements. 1.3 Scope: The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and incidentals necessary to perform the following: Remove and dispose of existing defective curtain track drive components as required. Reinforce or retrofit the motor support shelf to ensure structural stability and proper alignment of the drive system. Replace the existing curtain track motor assembly. Replace the curtain operating cable and associated hardware. Replace curtain track moving components, including carrier assemblies, pulleys, cable guides, and related wear items. Install and adjust a new ADC draw machine and associated operating components. Test, align, and commission the complete curtain system to ensure smooth and reliable operation. Provide operational testing and demonstration to the Government representative upon completion. The replacement system shall include, at a minimum: ADC Draw Machine with cable drum and drive assembly. Curtain operating wire rope/cable. Master carrier assemblies. Single carrier assemblies. Live-end pulley assembly. Cable guide assemblies. Associated mounting hardware, fasteners, and accessories required for complete operation. 1.4 Period of Performance: The period of performance shall be from August 3, 2026 through August 2, 2027. Actual on-site work is anticipated to require approximately two (2) working days following receipt of all materials. 1.5 General Information 1.5.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which they assure that their work complies with the requirements of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in “Performance Requirements Summary.” After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to their QC system. 1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level (AQL). 1.5.3 Recognized Holidays: The Contractor is required to work on recognized federal holidays if they fall within this contract period. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance of work statement. When hiring personnel, the Contractor shall keep in mind that the ability and continuity of the work force are essential. The place of performance will be 400 McNair Road, Fort Myer, VA 22211, and the hours of operation will be between 7:00am to 5:00pm. 1.5.5 Type of Contract: The government anticipates award of a Firm Fixed Price Contract. 1.6 Security Requirements: Contractor personnel performing work under this contract require no security clearances. 1.6.1 Physical Security: The contractor shall be responsible for safeguarding its own equipment while on site. The Contractors will provide security during The United States Army Band (TUSAB) hours of operation. 1.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.
