DISTRIBUTION: DoW COMMUNITY ONLY STATEMENT OF WORK 1.0 Project Identification Project Title: Multiple Location BEQ Exterior Spalling Repairs Project Number: 26M069CN Date Issued: March 10, 2026 2.0 General Scope of Work The Contractor shall provide all labor, material, equipment, and supervision necessary to perform comprehensive concrete spalling repairs and apply a new protective coating system to exterior walkways, stems, and balconies for the Bachelor Enlisted Quarters (BEQ) facilities listed herein. 3.0 Detailed Requirements The Contractor shall perform the following work for all buildings identified in Section 5.0: 3.1 Surface Preparation & Demolition • Remove all unsound, loose, or cracked concrete from cantilevered walkways and decks. 3.2 Concrete Repair • Treat all exposed reinforcing steel with an appropriate anti-corrosion coating prior to patching. • Repair spalls to a sound and uniform surface at the following locations: • Underneath walkways • Cantilever stems • Railing mount points • Balcony and walkway edges 3.3 Protective Coating System -- 1 of 4 -- DISTRIBUTION: DoW COMMUNITY ONLY • Apply a complete protective coating system to the entire surface area (top, front, and bottom) of all walkways, cantilever stems, and stairwell balconies. The intent is to coat all surfaces, not just patched areas. • Incorporate a non-slip additive into the coating on all walking surfaces. 3.4 Submittals • The Contractor shall submit manufacturer product data and specifications for all proposed repair and coating materials for Government approval prior to procurement or use. 4.0 Technical Specifications 4.1 Concrete Repair Product: Minimum Performance Criteria • Product Type: Epoxy-Based • Compressive Strength: 13,000 PSI • Flexural Strength: 5,500 PSI • Shrinkage Properties: Non-Shrinking (2,700 PSI) 4.2 Protective Coating System: Minimum Performance Criteria • Product Type: Epoxy, Acrylic, or Urethane based • Suitability: Formulated for exterior balcony and walkway applications • Performance: Elastomeric, UV Stable, Water Resistant, and Vapor Permeable • Finish: • Color: Grey • Texture: Anti-skid additive on all walking surfaces • Applied Thickness: Minimum of 13 Dry MILS 5.0 Schedule of Work: Locations and Approximate Quantities The Contractor is responsible for field-verifying all quantities prior to bidding. The Contractor must sequence operations to minimize disruption to facility occupants and coordinate activities with the designated POC for each building. 6.3 General Notes • Permits: The Contractor shall be responsible for securing all required permits and utility clearances. • Incidental Damage: Any surfaces damaged by the Contractor during the execution of this work shall be repaired or refinished to a condition matching the adjacent, undisturbed surfaces, at no additional cost to the Government. • Debris Management: The Contractor shall be solely responsible for the legal removal, transport, and disposal of all construction debris.
