Statement of Objectives (SOO)
OTS Modular Classroom & Restroom Facilities
1.0 OBJECTIVE. To establish a fully operational complex of temporary modular facilities for Officer
Training School (OTS) at Maxwell AFB to support academic instruction and military training
exercises. The objective end-state is a turnkey, integrated campus consisting of up to twenty-five
(25) climate-controlled temporary classrooms, a dedicated Warhawk Operations Center (WOC) for
specialized class scenarios, and ADA-compliant restroom facilities capable of supporting a high-
density training population.
2.0 DESCRIPTION OF REQUIREMENT. To support OTS daily academic instruction and rigorous
training, the modular complex shall provide a durable, safe, and professional campus. Structures shall
be rigid-walled educational facilities complying with Montgomery, Alabama building codes and
ADA accessibility guidelines. Soft-walled tents or facilities lacking verified wind/weather-load
ratings do not meet minimum OTS operational standards.
2.1 FACILITIES & CAPACITY:
2.1.1 Modular Classroom Buildings (Qty: 25): Each temporary building shall safely and
comfortably accommodate up to twenty (20) individuals (typically sixteen (16) students
and up to four (4) instructors/teachers), including space for desks, chairs, and instructional
presentations.
2.1.2 Modular Warhawk Operations Center Building (Qty: 1): The Warhawk Operations
Center (WOC) shall consist of one (1) rectangular building functioning as an area for class
exercises, with a minimum square footage of 1,200 sq. ft.
2.1.3 Modular Restroom Facilities: Temporary, climate-controlled restroom facilities shall be
sufficient to support the daily occupancy of the twenty-five (25) classroom units and WOC
(estimated daily population of up to 500 personnel). Restroom facilities shall meet the
Americans with Disability Act Accessibility Guidelines (ADAAG).
2.2. UTILITIES & CLIMATE CONTROLS:
2.2.1 HVAC: Each classroom, WOC, and restroom unit shall be equipped with localized HVAC
systems capable of maintaining stable interior temperatures during extreme summer and
winter climates in Montgomery, AL.
2.2.2 Electrical: All units shall have sufficient electrical capacity and outlets to support their
respective HVAC systems and interior lighting. Additionally, the following specific power
capabilities shall be met:
2.2.2.1 Classrooms: The buildings shall have power capabilities sufficient to support up
to 20 personnel and their laptops simultaneously, in addition to standard
instructional computer/projection equipment.
2.2.2.2 Warhawk Operations Center (WOC): The building shall have the capability to
host 25kWh of electricity to support the specialized equipment utilized in this area.
3.0 DELIVERY REQUIREMENTS.
3.1 TIMELINE: All work from contract award to fully operational deployment (including delivery,
site placement, anchoring, utility connection, and safety certification) shall be completed within
approximately nine (9) months.

3.2 LOCATION: Facilities shall be sited on an existing concrete pad area at Maxwell AFB,
Montgomery, AL.
4.0 INSTALLATION REQUIREMENTS:
4.1 Site & Layout Constraints:
4.1.1 All facilities shall be positioned on an existing concrete pad area with an estimated
footprint of 100 yards x 100 yards (10,000 square yards).
4.1.2 Shall evaluate these existing site constraints and provide the minimum square footage,
recommended layout configurations, and utility footprint requirements (electric, gas, etc.)
required for safely deploying the twenty-five (25) units plus restrooms.
4.2 Utility Integration: Current electrical and plumbing utility connections are not active at the
immediate concrete pad site; however, the Government anticipates routing necessary connection
access to the Maxwell AFB electrical grid prior to the start of on-site installation. Final utility-
integration and connection of the units to this provided grid access point shall be fully executed
as part of this requirement.
5.0. STANDARD WARRANTY: The contractor shall provide any Original Equipment Manufacturer
(OEM) standard commercial warranty applicable to the products being purchased at no additional cost to
the Government.
5.1 Prior to project acceptance, the contractor shall provide the customer with all manufacturer
warranties as needed for any component incorporated into this project such as equipment manuals,
literature, CDs and DVDs and other documentation on all equipment.
5.2 Prior to project acceptance, the contractor shall provide written procedures, points of contact
within company, and required information for all warranty services prior to project acceptance. This
information shall include written confirmation of the warranty period, phone numbers and contact
information/procedures for technical support, troubleshooting assistance, and replacement of faulty
equipment.
6.0 GENERAL INFORMATION: Items must be brand new. Refurbished items are not authorized.
