Description

Performance Work Statement (PWS) For MEDICAL AID STATION AND WARMING TENTS PART 1 GENERAL INFORMATION 1. Background: The Joint Task Force, National Capital Region, Military District of Washington (JTF-NCR/MDW) is responsible for Presidential State Funerals, Inaugurations, and other events across the National Capital Region (NCR). The command frequently uses tents as medical aid stations, holding areas and troop warming/cooling stations. The anticipated Indefinite Delivery, Indefinite Quantity (IDIQ) is to provide tents, with associated items, for State Funerals, Presidential Inauguration, and other events conducted within the NCR as requested by the Contracting Officer Representative. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to deliver/recover and set-up/take-down as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Period of Performance: The IDIQ will be for Seven (7) years ordering period. 1.3 General Information 1.3.1 Quality Assurance: The government will evaluate the contractor’s performance under this IDIQ in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.3.2 Recognized Holidays: Contractor shall be available to work all recognized holiday, as needed. New Year’s Day 1st day of January Martin Luther King Jr. Day 3rd Monday of January Presidents Day 3rd Monday of February Memorial Day Last Monday of May Juneteenth Day 19 th day of June Independence Day, 4th day of July Labor Day 1st Monday of September Columbus Day 2nd Monday of October Veterans Day 11th day of November Thanksgiving Day, 4th Thursday of November Christmas Day 25th day of December 1.3.3 Hours of Operation/Place of Performance: Contractor be able to perform on short notice, seven days a week and be able to work during nighttime hours if required. For State Funerals, notice may be as short as 36 hours due to the unpredictable nature of the demise of a former or sitting president. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. Place of performance will be within the NCR. -- 1 of 12 -- 1.3.4 Type of Contract: The government anticipates award of a Single firm-fixed price IDIQ contract. The Government shall issue task order in accordance with RFO 16.5. 1.3.4.1 Contract Term: All work and services required hereunder shall not exceed 84 months from the effective date of the IDIQ. Each task order award will have its own period of performance. 1.3.5 Security Requirements: Contractor personnel performing work under this IDIQ shall sign a confidentiality agreement with Joint Task Force-National Capital Region (JTF-NCR) and may be required to pass a background check conducted by US Secret Service (USSS). These measures must be met at the time of the proposal submission and must be maintained for the life of the BPA. The security requirements are in accordance with the attached DD254. 1.3.5.1 Base Access: Contractor personnel and property shall be subject to search and seizure upon entering all military bases and government facilities/grounds (e.g. US Capitol grounds) and upon leaving the confines of those bases, facilities, and grounds. Contractor personnel shall carry proper credentials including driver’s license and vehicle proof of insurance with them at all times during execution of this contract. The Contractor shall be responsible for ensuring that all Contractor personnel authorized to perform work under this contract obtain access to all event locations. 1.3.6 Badges: Credentialing badges will be issued by JTF-NCR -NCR prior to movement to the venue requiring credentials (e.g. US Capital grounds) and in accordance with the instructions provided by the JTF NCR Provost Marshal’s office. 1.3.7 Special Qualifications: The Contractor is responsible for ensuring that all Contractor personnel possess any required license or certification to perform their assigned duties, and that all Contractor personnel always have a copy of the required license or certification on them during execution of this contract. 1.3.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.3.9 Primary Point of Contact (POC): The Contractor shall provide a POC who shall be responsible for the performance of the provided service or work. The name of this person and an alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The POC and alternate shall be designated in writing to the Contracting officer at least 24 hours after contract award. 1.3.10 Contra
