U.S. Department of Justice Federal Bureau of Prisons Metropolitan Detention Center, Brooklyn 80 29 th Street Brooklyn NY, 11232 July 30, 2026 (i) This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. (ii) The solicitation number is 15BBR026Q00000031. This solicitation is issued as a Request for Quote (RFQ). Please read it in its entirety. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-01. (iv) This solicitation is being issued as total small business set-aside. The NAICS for this requirement is 311999. (v) This solicitation is expected to result in the single award, or multiple awards, of a firm-fixed price contract(s) for various subsistence items. (vi) TERMS OF DELIVERY ARE F.O.B. DESTINATION BEGINNING October 01, 2026, AND ENDING October 23, 2026, BETWEEN THE HOURS OF 7:00AM EST – 12:00 PM EST Tuesday - Thursday at the Brooklyn Navy Yard location. Awards will be made to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below. (1) Price - The government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable; (2) Past Performance – Go/No-Go Evaluation The Government will evaluate the Offeror’s past performance on a Go/No-Go basis. The assessment will be based of following criteria: · Timeliness of Deliveries: The Offeror must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a "No-Go" determination. · Order Accuracy and Completeness: The Offeror must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items—supported by customer complaints, returns, or input from other Contracting Officers—will be considered. A pattern of incomplete or inaccurate deliveries will result in a "No-Go" determination.
